The position is located in the Veterans Health Administration (VHA) Office of Finance's, Payment Operations, Western Region. Through the VHA Chief Financial Officer (CFO), VHA's Office of Finance serves in a mission critical role as the principal financial advisor to the Under Secretary for Health (USH).

Duties

Develops plans to carry out studies and identifies the parameters of the study information necessary to prepare reports having sufficient details as to be considered valuable to leadership in the decision-making process. Analyzes information to make quantitative and qualitative evaluations for the preparation of narrative and statistical reports of findings. Employs comprehensive program management analysis techniques and methods to develop information for comprehensive reports, addressing such elements as cost analysis, work measurement, trend analysis, efficiency, effectiveness, productivity, and tangible benefits and to assess (in terms of degrees) the success or failure in attaining program operational goals/objectives. Incumbent will participate in extensive interaction with the supervisors of other Claims Processing sections, as well as extensive interaction with entities outside of the VHA Office of Finance Directorate. Responsible for all supervisory functions and personnel issues for the Unit. Demonstrates active support of Departmental and VHA Office of Finance Equal Opportunity Employment plans and furthers their incorporation throughout all activities under direct supervision Ability and technical expertise to successfully lead, supervise and train a team to timely and accurately adjudicate claims/invoices with the provided claims processing system while also utilizing databases and legacy systems necessary. Responsible for ensuring staff are actively working productively with assigned workload; reviews assigned workload for accuracy and timeliness; adherence to ICAR and VA Core Values. This position involves a multi-grade career ladder. The major duties listed represent the full performance level of GS-11. At the lower grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds. Promotion is not guaranteed, and no promise of promotion is implied. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Required to work Monday to Friday, TBD upon selection. Compressed/Flexible: TBD upon successful completion of orientation Telework: Available After successful completion of a 90-day on-site orientation. (applicant is required on site 50% of work schedule per pay period). Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/15/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09 . The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. GS-09 Specialized Experience: Do you possess at least one (1) full year of specialized experience, which equips you with the knowledge, skills, and abilities to perform successfully the duties of the Supervisory Program Analyst, GS-09 position, and that is typically in or related to the work of the position to be filled. To be creditable, this specialized experience must have been equivalent to the GS-07 level in Federal service to qualify at the GS-09. Examples of specialized experience include: 1. Initiates disciplinary actions and performance awards. 2. Continually evaluates internal processes and identifies deficiencies, recommending system resolutions and improvements. 3. Completes data abstraction and provides analysis of data/information as part of program reviews. OR; GS-09: Substitution of Education for Experience (TRANSCRIPTS REQUIRED): Do you possess Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related? Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR: GS-09: Combination of Education and Experience (TRANSCRIPTS REQUIRED): Do you possess combinations of successfully completed graduate education and specialized experience directly related to the work of the Supervisory Program Analyst position, which may be used to meet the experience requirements for GS-09 position? GS-11 Specialized Experience: Do you possess at least one (1) full year of specialized experience, which equips you with the knowledge, skills, and abilities to perform successfully the duties of the Supervisory Program Analyst, GS-11 position, and that is typically in or related to the work of the position to be filled. To be creditable, this specialized experience must have been equivalent to the GS-09 level in Federal service to qualify at the GS-11. Examples of specialized experience include: 1) Determine the scope of issues, determine the research methodology to gather facts, and then provide guidance and training to staff members. 2) Routinely meets with team to review and discuss challenge resolution; audits completed staff workload; performs inquiry resolution to ensure adherence of federal healthcare regulations, statutes, and VA policies. 3) Manage and raise awareness of resource distribution issues, making recommendations to program leadership about the distribution or redistribution of resources. 4) Interaction with program leadership, internal and external stakeholders.. 5) Ensures accurate processing of healthcare claims and accurate invoices for payment. OR; GS-11: Substitution of Education for Experience (TRANSCRIPTS REQUIRED): Do you possess a PhD. or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related? Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR; GS-11: Combination of Education and Experience (TRANSCRIPTS REQUIRED): Do you possess combinations of successfully completed graduate education and specialized experience directly related to the work of the Supervisory Program Analyst position, which may be used to meet the experience requirements for GS-11 position?
