You will serve as a Financial Management Analyst in the NROTC Budget Branch of NSTC GREAT LAKES.

Duties

You will track civilian labor cost using Work Year Personnel Cost System Report (WYPC)/NERP and Microsoft Excel. You will enter budgets into NERP system. You will use a financial management system (e.g., Wide Area Work Flow [WAWF] or similar system) to prepare analytical reports on program operations and financial data. You will reconcile accounts and accounting data to prepare and analyze reports. You will manage and evaluate command financial records using the Standard Accounting Budgeting Reporting System (SABRS) or similar system.

Requirements

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

For the GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Identifying, analyzing, and resolving a range of budgetary problems, such as those arising from government budget constraints and fiscal policies; 2) Performing financial management actions to include reconciling, certifying invoices, perform audits, and pulling various reports; 3) Performing technical work in support of budget analysis and administration such as maintain ledgers, compiling, consolidating, checking, and arranging funding data; 4) Utilizing administrative and financial management systems, such as Enterprise Resource Planning (ERP). For the GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Entering and processing various accounting/budget actions; 2) Performing financial management functions to examine, verify, maintain, and reconcile accounts and accounting data; 3) Applying and adhering to the policies and procedures applicable to financial management operations; 4) Utilizing administrative and financial management systems, such as Enterprise Resource Planning (ERP). Education

For the GS-09: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a master's or equivalent graduate degree

OR

Successful completion of two full years of progressively higher level graduate education leading to a master's degree

OR

OR

A combination of experience and graduate education as described above that equates to one year of experience
