The Equal Employment Specialist position is located within the Alexandria VA Health Care System (AVAHCS). The primary purpose of this position is to perform work that involves planning, developing, administering, evaluating, and advising leadership on the facility's Affirmative Employment and Equal Employment Opportunity (EEO) program. The position serves as the EEO manager with full responsibility for establishing, organizing, and directing all of the facility EEO programs.
Duties

Duties include, but are not limited to, the following:
Responsible for coordinating, planning, developing, implementing, administering, managing, advising, and evaluating the Equal Employment Opportunity/Diversity Management Program at AVAHCS.
Interprets policies, laws, and regulations, and the development and implementation of policy and training programs.
Serves as consultant to employees and management officials at the facility level relevant to EEO.
Communicates with a diverse population internally, with other federal agencies, and the general public. Identifies EEO related training needs for the medical center.
Assists in coordinating and conducting EEO training for employees, managers, and supervisors. Develop and meet other training requirements as mandated.
Serves as a subject matter expert and participates in the administrative review process at the facility level.
Apprises medical center officials of trends, policies, and practices they may have an impact on the workplace environment and make recommendations to address them.
Participates in meetings, conference calls, workgroups, and training to maintain a high level of knowledge, skill, and ability in the field of EEO.
Participates in projects, workgroups and/or subcommittees relevant to program areas.
Develops data into reports/recommendations for the medical center.
Takes a proactive role to resolve complaints at the lowest possible level and appropriately address, provide advice and consultation with management officials and employees on EEO related concerns.
Assists in managing the medical center's external program for processing Civil Rights Discrimination Complaints.
Plans, directs, coordinates, monitors, and evaluates the local Special Emphasis Employment Programs.
Analyzes workforce statistics, availability of skills in the civilian labor force, potential for upward mobility, and employment statistics to determine/establish Special Emphasis Employment Program goals and objectives and identifies system-wide problems.
Prepares complete, timely reports on pre-complaint counseling activities, the status of formal complaints, and the disposition of complaints closed.
Accountability for performance of the program to include planning, organizing, directing, staffing, coordinating, reviewing, and evaluating the program.
Arranges for formal hearings by EEOC Complaint Examiners when a hearing is requested by the complainant.
Recommends decision to the Medical Center Director on formal discrimination complaints based on the complainant's file, reports of investigations and other documents and interviews.
Ensures that Final Agency Decisions are complied with and are certified as complete through the EEOC's Office of Federal Operations.
Serves as the coordinator for the Alternative Dispute Resolution (ADR) program.
Serves as the facility's expert in Sexual Harassment Prevention; is the point of contact for all sexual harassment reporting and investigations, provides guidance and direction in administrative investigations, develops and provides sexual harassment training for all employees.
Monitors complaints to ensure effective and efficient completion and takes action to expedite complaint processing.
Performs other duties as assigned.

Qualifications
To qualify for this position at the GS-11 grade level, you must meet one of the following:
SPECIALIZED EXPERIENCE: Applicants must possess at least one (1) full year of specialized experience equivalent to the GS-9 level in the Federal service. This experience must have equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. Specialized experience includes coordinating, planning, developing, administering, managing, and providing advice related to the Equal Employment Opportunity (EEO) program; processing equal employment opportunity (EEO) complaints filed; developing and presenting training programs; developing and maintaining statistical data; serving as liaison and advocate for diversity groups and/or organizations; providing guidance and technical expertise to managers; and providing advisory services. NOTE: Your experience must be fully documented in your resume and must include job title, duties, month and year start/end dates AND hours worked per week.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Physical Requirements: The work is primarily sedentary. There may be some lifting of boxes or pushing of carts for meetings or media presentations, but most of the time is spent walking or sitting at a desk, in meetings, or at a computer terminal. The work is performed in a variety of office settings. The work areas are adequately lighted, heated, and ventilated.
