This is an Area Manager position located in the Office of Information and Technology (OI&T), End User Services (EUS), End User Operations (EUO), Continental District. The Area Manager provides leadership and resource management (finance, human, and acquisition), leading the development and implementation strategy required to manage multiple area-wide IT End User Operations.

The Area Manager oversees the day-to-day operations, services, maintenance and security for all customers within their immediate geographic area. Has direct responsibility for support services and delivery for all VA customers within their immediate area and collaborates closely with partners in the Infrastructure Operations and Command Center Operations divisions to deliver full service and total ticket management for area VA IT end users.
This is a non-bargaining unit eligible position.
This position is primarily aligned to the following NICE Cybersecurity Workforce Framework work roles: Cyber Codes: 801-Program Manager; 803-Product Support Manager; and 805-IT Program Auditor.
Major Duties:
Provides management, supervision and services for Area Network Operations, Operations Support, Systems Integration, and Systems Design. Responsible for IT Operations Maintenance, Information Assurance and Security Management, Resource and Personnel Management, and IT Training.
Apply administrative and managerial skills, abilities, experience, and technical knowledge of IM/IT to integrate numerous complex functions in planning and implementing all information systems programs within the area of responsibility.
Represents management on system/policy reviews and assists IO regarding network system policy and planning issues.
Directs, reviews and participates in the design, development, implementation and maintenance of automated information systems and technical architectures in compliance with Congressional, VA, OI&T, and EUO directives.
Plans, directs and provides technical guidance to improve the Area Information Systems program and IT computing environment.
Supports area-wide leadership, planning, and management of information technology strategy, development, and implementation.
Oversees technologies, processes and resources across the area to deliver specific business outcomes and combines IT and non- IT resources to deliver area-wide business outcomes, implementing key performance indicators and metrics to measure the effectiveness of IT support, customer satisfaction, and service delivery.

Work Schedule: Monday - Friday; 8:00am-4:30pm. Tour of duty is based on organizational needs.

Physical Demands: The work requires walking, bending, stooping, and lifting of equipment that can weigh as much as 50 pounds. The work requires the ability to use tools, handle and manipulate small electronic parts and systems, such as internal components and hardware.
Working Conditions: The work is performed in a typical office setting. The computer room is an environmentally controlled area and, although relatively cool, typically requires only normal clothing.

Qualifications
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS-13 position you must have served 52 weeks at the GS-12 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Basic Requirements
Education: There is no substitution of education for experience at the GS-13 grade level.
Experience:Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

AND
Specialized Experience: At least one full year of specialized experience comparable in scope and responsibility to the GS-14 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Specialized experience is defined as: Extensive experience in IT operations, supervision, and management of IT delivery systems and equipment.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
