The Office of Management and Budget (OMB) Evidence Team is seeking candidates for a Student Trainee (Social Science) position, to assist the Team in providing leadership on evidence-building within OMB and helping Federal agencies develop, build, produce, and use evidence, including program evaluation, to improve government-wide effectiveness.
Duties
As a Student Trainee (Social Science), GS-0199-9, your typical work assignments may include the following:
Supporting higher-graded staff members in professional work executing and overseeing evidence-related activities and initiatives, including implementation of the Foundations for Evidence-Based Policymaking Act (Evidence Act) and other government-wide evidence and evaluation initiatives.
Under supervision of higher-graded staff members, provide credible advice and technical assistance to Federal agencies and other OMB staff, including policy officials, regarding the quality and rigor of evidence or evidence-building plans in a given policy or topical area.
Conduct social science literature reviews on a range of topical areas, assessing the strength of evidence on the basis of appropriate study design, data collection methods, and statistical analyses to draft memoranda and other work products summarizing the state of the evidence and offering recommendations, as appropriate.
Compose and/or contribute to written interpretation of complex social science research and/or program evaluation research and analysis findings for the assigned policy areas and topics.
Qualifications
To qualify for this position, you must meet following Pathways Internship Eligibility and Minimum Qualifications Requirements.
Pathways Internship Eligibility:
Applicant must have accepted enrollment or be enrolled and seeking a degree (diploma, certificate, etc.) on a full- or half-time basis (as defined by the institution which they attend) in one of the accredited educational institutions:
public or private high school;
state-approved home school;
technical or vocational school;
2-year or 4-year college or university;
graduate or professional school; or
postsecondary home school curriculum.
OR
Applicant must have accepted enrollment or be enrolled in a qualifying career or technical education program that awards a recognized postsecondary credential (such as Registered Apprenticeship Program or Job Corps) on a full- or half-time basis (as defined by the institution which they attend).
Interns must be in good academic standing, as defined by the institution which they attend.
Interns must continue to meet all of the eligibility criteria throughout the duration of their Intern appointment.
Interns must provide a copy of up-to-date proof of enrollment at the end of each academic year, unless the supervisor or HR Specialist requests a copy more frequently.
Interns must be taking at least a half-time academic/vocational/or technical course load in a qualifying academic institution. The definition of half-time is the definition provided by the school in which the student is enrolled.
Under this program, an individual who needs to complete less than a half-time equivalent of an academic/vocational or technical course load immediately prior to graduating is still eligible.
*Official documentation is required with application to verify current or projected enrollment (i.e. official documentation from school, student or course schedule, official transcript, acceptance letter, or receipt of tuition payment to the school).
Minimum Qualifications:
GS-09: You qualify for the GS-09 grade level if you meet one of the following:
Have one (1) full year of specialized experience, equivalent to at least the GS-07 grade level in the Federal service, performing the following duties:
Creating written documents, memos, or summaries based on scientific research studies, academic papers, or other sources; and
Utilizing computer applications and word processing software to draft, edit, and finalize written materials. (Your resume must CLEARLY demonstrate this experience); OR
Have a master's or equivalent or higher graduate degree OR two (2) full years of progressively higher level graduate education leading to such a degree OR LL.B or J.D., if related, in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work. (One year of graduate education is the number of credit hours determined by the college, university, or school to represent one year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying 1 year of full-time study requirement.);OR
Have a combination of Education and Experience: Must have a percentage of the education and experience which when combined totals 100% of the necessary education and experience to qualify for this position. NOTE: First, determine total qualifying experience as a percentage of the specialized experience described above; then determine the education as a percentage of the graduate education described above; and then add the two percentages. The total percentages must equal at least 100 percent to qualify. Only graduate education in excess of one year (18 semester hours) may be used when combining education and experience for this grade. NOTE: You MUST submit supporting academic transcripts.
