This position is located at the William S Middleton Medical Center under the Health Administration Services, Health Benefits Section. The incumbent establishes, implements, enforces, and controls a complex system of administrative management in the operation of the Health Benefits Section.
Duties
The Supervisory MSA has full authority and responsibility for the direction and operation of the Intake & Entitlement, Patient Services, and Emergency Department Medical Administration of the Medical Information Systems Division of the Madison VA Medical Center.
Duties include but are not limited to:
Establishes procedures and controls over the administrative processing of all individuals who apply for care to assure the prompt and courteous processing of applications is maintained
Directs the activities associated with the Burial/Detail program including working closely with local funeral directors and the deceased patient's family members
Directs the patient registration, admissions, communication, and logistical functions in the ED
Serves as the Health Administration Services liaison on eligibility matters with members of the medical staff
Researches and prepares responses to Congressional inquiries and works closely with County Veteran Service Officers and Service Organization representatives in resolving problems
Utilizes computer systems to monitor workload, derive statistical reports and perform data validation functions which include, but are not limited to cost intensive outpatient visits, no shows, admissions, Means Test, and reimbursable insurance claims
Work Schedule: 8:00am to 4:30pm M-F

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
US Citizenship is required. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3.g.).
ENGLISH: Must be proficient in basic written and spoken English.
EDUCATION/EXPERIENCE: Must possess six (6) months experience of clerical, office, customer service or other administrative work that indicates the ability to acquire the particular knowledge and skill necessary to perform the duties of the Medical Support Assistant.
OR
Must have successfully completed one (1) year above high school. This education must have been obtained in an accredited technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university. (TRANSCRIPTS REQUIRED)
OR
Equivalent combinations of experience and education are qualifying for entry level. (TRANSCRIPTS REQUIRED)
IN ADDITION TO MEETING THE BASIC REQUIREMENTS LISTED ABOVE, YOU MUST MEET THE GRADE REQUIREMENTS AT THE GS-7 LEVEL TO QUALIFY FOR THIS POSITION.
GS-07 - The SupervisoryMSA has full administrative and professional responsibility for planning and directing the activities of subordinate MSA's.
Experience: One year of experience equivalent to the GS-6 grade level leading or supervising MSAs or equivalent administrative patient support staff in a non-VA medical inpatient, outpatient, or interdisciplinary setting
AND
Demonstrated Knowledge, Skills, and Abilities:
Ability to provide the full range of administrative and supervisory duties in a patient support setting,]which includes assignment of work, performance evaluations, selection of staff, and recommendation of awards and/or advancements.
Ability to collaborate, communicate, and demonstrate customer service and interpersonal skills with internal and external customers to ensure quality/continuity of care and ensure compliance with established policies and regulations.
Ability to provide briefings, orientations, staff development, and training related to administrative functions in a patient support setting.
Ability to delegate authority, evaluate and oversee people and programs, accomplish program goals, and adapt to changing priorities
