This position is located in Mojave National Preserve, in the Science and Resource Stewardship Division, with duty location in either Barstow, CA or Kelso, CA. Government housing may be available in Kelso, CA. Government housing is not available in Barstow, CA. Open to the first 50 applicants or until 10/16/2024 whichever comes first. Duties

This position has the responsibility of issuing special use permits for the Mojave National Preserve to include weddings, filming, demonstrations, athletic events, First Amendment activities and other permits such as operation of public utilities in a manner that protects park services and visitor enjoyment. Manage special use permits by processing applications, communicating with applicants, providing information for compliance, and preparing permits for Superintendent approval or denial. Manage commercial use authorizations by processing applications, communicating with applicants, providing information for compliance, and preparing for Superintendent approval or denial. Monitor permitted activities to ensure compliance with stipulations. Utilize a computer, online systems, and other information technology to manage and document permits and authorizations. Assists with writing memoranda, compliance documents, planning documents, and standard operating procedures within the scope of duties. Duties will be developmental in nature when filled below the full performance level. The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor. This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate.

Qualifications

All qualifications must be met by the closing date of this announcement-10/16/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. GS-07: To qualify for this position at the GS-07 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). Specialized Experience is defined as experience in technical, administrative, or scientific work, fish and wildlife management, recreation management, law enforcement, or other park-related work. Examples of qualifying specialized experience include Park guide or tour leader, Law enforcement or investigative work, Archeological or historical preservation research work, Forestry and/or fire management work in a park, recreation or conservation area, management assistant or program specialist work involving the development and implementation of policy related to protection, conservation, or management of park areas, assisting with preparing or processing special use permits, or similar operations. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least 1 full academic year of graduate education in the Major study of Natural Resource management, Natural Sciences, Erath Sciences, History, Archeology, Anthropology, Park and Recreation Management, Law Enforcement/Police Science, Social Sciences, Museum Science, Business Administration, Public Administration, Behavioral Sciences, or Sociology. Or superior academic achievement. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. GS-09: To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). Specialized Experience is defined as experience in technical, administrative, or scientific work, fish and wildlife management, recreation management, law enforcement, or other park-related work. Examples of qualifying specialized experience include: Management, assistant, or program specialist work involving the development and implementation of policy related to protection, conservation, or management of park areas, managing special use permits, managing commercial use authorizations, monitoring activities performed under special or commercial use permits, responding to questions from inside and outside of the organization, interacting with a diverse public of different cultural backgrounds, coordinating interdivisional staff involvement, or similar operations. You must include hours per week worked. -OR- EDUCATION: Successful completion of 2 full academic years of progressively higher-level graduate education or master's or equivalent graduate degree in major study of natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, or sociology. One year of full-time graduate education is the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. The combination may be computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent of the requirement to qualify for that grade level. You must include hours per week worked and must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ICTAP/CTAP Clearance: Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies.
