About the Position: You will serve as the senior hydro station operator, (Chief Power Plant Operator, TC-5407-L) at the Chief Joseph Dam Project. You will be responsible for the operation of a hydroelectric powerhouse with 27 main generators, 2 station service generators, a spillway with 19 gates, and an intake structure with 29 gates.

Duties

Operate, control, coordinate, and direct the operation of the project from the project control room using all levels of digital, electronic, and manual devices. Routinely make inspections to insure that established operating procedures are being followed and make first-hand evaluation of emergency situations which arise. Assign operators to various stations including the control room for operating purposes and issues instructions to other project operators in carrying out project operating functions. Responsible for maintaining the plant discharge, forebay and tailrace elevations and generator loading and voltage level. Prepare, issue, and release all clearances and caution orders. Serve as the Operations Project Manager (OPM) representative on shifts other than day shifts, weekends and holidays.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Obtain and maintain a valid state Driver's License.
  • Pre-employment physical and participation in the Medical Surveillance Program is required.
  • Pre-employment drug test and participation in the Drug Abuse Testing Program is required.
  • Requires shift work, rotating shifts to include weekends/holidays.
  • This position is designated as Mission Essential.

I have the ability to perform common tasks of a Chief Power Plant Operator in a hydroelectric power plant of 40-megawatt generation capability or larger. I can perform all tasks of a control room operator to include potential ability to take sole command of any normal or abnormal power plant operation problem and expeditiously execute the best solution such as could be exhibited in a recovery from a power blackout in the plant. Must be able to demonstrate computer skills. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen Out Element will result in an ineligible rating. Ability To Do The Work Of The Position Without More Than Normal SupervisionAbility to Interpret Instructions, Specification, etc. (includes blueprint reading)Dexterity and SafetyKnowledge of Equipment Assembly, Installation, Repair, etc.Operation of Hydroelectric Power EquipmentTechnical Practices (theoretical, precise, artistic)Use of Measuring Instruments PHYSICAL EFFORT: Eye and hand coordination required to operate switches and controls. Job requires prolonged sitting, standing, walking and climbing ladders and stairs. May be required to operate large valves, apply servolocks, lift deck hatches and other jobs requiring pulling or turning force. Lifts and carries equipment and supplies frequently up to, and occasionally over, 45 pounds. Work requires prolonged standing, walking, climbing, bending, stooping, twisting, pulling, pushing, and kneeling. WORKING CONDITIONS: Works on a rotating shift, inside, in well-lighted, work areas. Works outdoors for short periods with exposure to climate extremes. Occasionally works in proximity to high voltages and currents. Incumbent is often exposed to equipment and machinery noises and outside the control room employee will be subject to the discomfort of wearing safety equipment such as hard-hats, ear plugs, and respirators. Must wear appropriate safety equipment and protective clothing and successfully complete and maintain all occupational health requirements.
