The primary purpose of this position, Engineering Technician NJ-0802-3, is to perform nonprofessional technical work in functions such as research, development, design, evaluation, construction, inspection, production, application, standardization, test, or operation of engineering facilities, structures, systems, processes, equipment, devices or materials.
Duties
1. Independently carry out engineering projects requiring the investigation and solution of complex problems involving one or more areas such as research, development, design, evaluation, construction, inspection, production, application, standardization, test and/or operations of engineering facilities, structures, systems process, equipment devices and/or materials.
2. Coordinate with various activities to determine project scope, conduct research into engineering and technical references, and provide advice to officials on technical problems affecting operations.
3. Independently plan, design, and conduct comprehensive tests and analysis of various complex systems and/or materials with regard to operational capabilities, performance, design deficiencies, and other related areas.
4. Keep abreast of emerging technologies to ensure programmed development will not prematurely become obsolete.
5. Comply with health, safety, and environmental rules and procedures and perform work in a manner that enhances the safety of the work environment.
6. Work to achieve and support quality improvement in all products and services.

- WORK ENVIRONMENT: The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated and ventilated.
- The employee may be required to serve on base technical committees or serve as division focal point on specific technical matters.
- May act as project liaison with other design agencies as required.
- The employee may be required to work overtime, including emergencies.
- The employee is required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
- Performs other related duties as assigned.
- This is an acquisition demonstration project position NJ-3, equivalent to a GS-9 to GS-11.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions, to include the Individual Occupational Requirements (IOR) for the GS-0802, Engineering Technical Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
NJ-3
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks), or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-7), level, pay band (NJ-2), or equivalent (pay schedule, pay band, etc). Specialized experience is described as technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes. Instrument maker or model maker who performed design or development work on devices fabricated. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: Applicant must have two full years of graduate education or a master's degree with a major study in an appropriate field of engineering, construction, or industrial technology. NOTE: You must submit a copy of your transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. Specialized experience directly related to the work of the position may be used to meet the requirements of this position. Education in excess of one full year of graduate education with a major study in an appropriate field of engineering, construction, or industrial technology may be used to qualify applicants for the NJ-3 level. NOTE: You must submit a copy of your transcripts.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assignments.
2. General working knowledge of financial control, budget systems and management, and standard contracting regulations, practices, and procedures.
3. Ability to recognize, analyze, conduct research, interpret, summarize, and apply rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions.
4. Knowledge of current Computer Aided Design (CAD) technology and practices essential for the accomplishment of engineering technician work.
5. Comprehensive knowledge of engineering technician practices, methods, processes, operations, and techniques.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
