The primary purpose of the Safety Manager is to direct the Occupational Safety and Health Program at a major federal medical facility. The incumbent has the overall responsibility for planning, organizing, administering, and evaluating a program involving diverse medical and industrial safety responsibilities. The incumbent directly supervises safety specialists who support the day-to-day operations for the safety program.
Duties
The position is at the full performance level and is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), at the Northern Arizona VA Health Care System (NAVAHCS) in the Facilities Management Service.
The incumbent directly supervises safety specialists who support the day-to-day operations for the safety program. As Safety Manager, the incumbent serves facility senior management by providing leadership and direction to management, professional and technical personnel regarding the development and implementation of the facility safety management programs as required by OSHA, The Joint Commission (TJC), VA, and other regulatory agencies' standards. Incumbent works in close cooperation with supervisory staff and Care and Service Line Chiefs in carrying out program requirements to meet facility safety goals and objectives. Incumbent provides expert advisory safety services to various facilities associated with the Northern Arizona VA Healthcare System (NAVAHCS) including the Nursing Home Care Units, community nursing homes, residential care facilities on VA contract, and community based outpatient clinics located throughout northern Arizona.
Provides technical and administrative supervision to a unit consisting of
1.0 Green Environmental Management System (GEMS) Coordinator (GS-0690-12),
1.0 Emergency Management Specialist (GS-089-11),
1.0 Safety and Occupational Health Specialist (GS-0018-09), and
1.0 Safety Technician (GS-019-07).
The incumbent oversees the daily operation of the staff, ensures that agency policies and priorities are being followed; develops performance standards; and evaluates work performance of subordinates. The incumbent gives advice, counsel, and instruction to employees on both work and administrative matters. The incumbent hears and resolves minor complaints from employees; refers group grievances and more serious unresolved complaints to a higher level supervisor or manager; effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious cases. The incumbent interviews candidates for positions in the unit; recommends appointments, promotions, and reassignments to unit positions; identifies and provides for training needs; and finds ways to improve production or increase the quality of work within the area of authority. The incumbent carries out Equal Employment Opportunity policies and program activities.
Incumbent develops and conducts a comprehensive safety education program through formal training session with Environment of Care coordinators and supervisors, computer-based modules, and specialized topic training as needed. Publicizes safety articles and disseminates safety education materials to various services throughout the facility. Incumbent keeps abreast of latest development in the field of OSH management systems by reviewing technical publications, attending technical conferences or professional society meetings, and discussion with industry representatives.
Incumbent plans, organizes, implements, oversees and provides technical assistance for projects to resolve safety issues and reduce the risk of injury and occupational illness to patients, visitor's and staff. Incumbent develops, revises, and carries out safety instructions and procedures applicable to NAVAHCS operations and activities, and seeks the cooperation of managers to eliminate unsafe working conditions and mechanical risks.
Conducts accident investigations including fire situation investigations to determine cause, document severity of personal injury and/or property damage, and initiate corrective actions. Incumbent chairs the NAVAHCS Accident Review Board.
Plans and carries out comprehensive surveys to evaluate operations at the Medical Center and various associated facilities including contract nursing homes and community clinics located throughout Northern Arizona.
Closely involved in all aspects of the NAVAHCS facility construction program, including reviewing plans, and specifications, participating in preconstruction meetings, and preforming jobsite inspections to ensure compliance with OSHA and Life Safety Codes for health care occupancies and other safety related requirements.

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

INDIVIDUAL OCCUPATIONAL REQUIREMENTS: Must meet one of the following Education or Experience:
EDUCATION: Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

EXPERIENCE: Specialized Experience: Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include:
Managing safety or occupational health program elements.
Developing and recommending safety and occupational health policy to higher levels of management.
Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements.
Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards.
Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses.
Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards.
Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards.
Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards.
Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects.
Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse.

You must have one year of specialized experience equivalent to at least the next lower grade level (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: A broad knowledge of safety and occupational health concepts, principles, techniques, practices, laws, and regulations sufficient to plan, organize, administer, coordinate, and evaluate occupational safety and health programs. Knowledge to provide technical advice and guidance to the Health Care Center organizations and managers concerning difficult or unusual safety and occupational health issues. Investigating and analyzing a wide variety of problems and making recommendations. Planning, developing, and executing a variety of new safety projects and assessing their effectiveness. Interpreting regulations or policy and properly implementing their provisions. Experienced managerial skills in order to inspect, coordinate, and oversee the work of subordinates; and provide training, advice, and guidance. Ability to communicate both orally and in writing.
