Duties
Development and implementation of national data administration and management policy and procedures for effective use of the Bureau's corporate.
Interprets policy from the national Bureau level or other higher-level organizations or agency level
Serves as the technical authority for data management policy and formulation to provide statewide leadership on data administration and management.
Performs in-depth analysis of existing records content and recordkeeping systems, both manual and automated, and develops solutions to unspecified system requirements and or capabilities.
Assist with development or maintenance of electronic records; help maintain record retention schedule; and support the creation of instructions on implementing records schedules.

Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor will be rated not qualified: A demonstrated ability to apply Enterprise Architecture principals and have contributed to target architecture studies.
Minimum Requirements:
GS-12: You must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: experience in administrating record management, performs analysis of existing records content and record keeping systems both manual and automated, promotes the use of data management and administrative policies and procedures through training and the dissemination of materials or BLM state personnel, responsible for the information assurance, including quality integrity, availability, currency, authentication and confidentiality of information, and in depth knowledge of legislation, regulations, and policies governing Records and Information Management and review system architecture and supports the Records Officer with integration of e-records management requirements into system development; engages, trains, and collaborates with information management staff.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
Physical Demands: Work is mostly sedentary with some lifting.
Work Environment: Work is primarily in an office setting. Some travel may be required to field or district offices.
