The incumbent is responsible for the Boiler Plant Operations located at the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), VA Maryland Health Care System (VISN 5), Perry Point VA Medical Center, Facilities & Engineering Service, Perry Point, Maryland. The incumbent will oversee all operational and maintenance work required to ensure safe and efficient boiler operations on the property owned by the VA.

Duties

Duties may include: Serves as the supervisor of the Boiler Plant, responsible for planning, coordination and direction of a variety of work operations or functions of such scope, volume and complexity to assure performance of assigned maintenance and repair functions. Primarily responsible for implementing the management plan(s) of the supervisor, the Maintenance Mechanic Supervisor (M&O) WS-14, as well as the Associate Chief of Engineering, Perry Point, and ultimately, the Chief, Facilities and Engineering Service, VAMHCS, to provide a professional and efficient level of service to the customer. In doing so, the incumbent shall convey the organizational philosophy to his/her subordinates. Oversees the safe, effective, efficient, and acceptable maintenance practices to include the operation and repair of equipment which consists of 4 thirty thousand pound per hour capacity boilers and all associated equipment. Manages the 24/7 rotating shift of the Boiler Plant staff. He/she shall be responsible for providing 24 hours, normal and emergency, service to his customers for all steam required for the campus. Ensure all maintenance and operations of the Boiler Plant is accomplished, including scheduling required safety inspections, maintaining all inspection and compliance records, and ensuring hourly, weekly, and monthly logs are kept. All efficiency reports must be completed and forwarded to the appropriate departments in a timely manner. Has a thorough knowledge of boiler plant equipment maintenance and operations, i.e., deaerators, feed water pumps, boiler management systems, industrial water treatment, water softeners, motor controllers, burners, condensate return systems, automatic valves, hydrostatic testing, fuels and fuels storage, boiler safety component circuits and fuel train devices, and safety and operational testing frequencies. Maintain accurate records of all repairs, special contracts and services rendered. Required to review scope of work descriptions for various special projects, including annual upgrade projects and semi-annual inspections, prepare requisitions and prepare recommended specifications for materials, review service contract proposals for repairs or installations, and forwarding of submission to the Facilities Maintenance Supervisor. Works on their own initiatives in routine and general repairs and installations and inspects work performed by station labor and by contract labor to ensure proper installation and compliance with government specifications and codes. On major and emergency projects the incumbent may receive technical supervision from the Facilities Maintenance Supervisor. Receives informal and formal complaints from employees and assists in resolving personnel problems. Establishes and enforces rules; explains and assures understanding of VA rules and regulations governing personnel actions, conduct, care of equipment, housekeeping, fire, and safety, etc., inspects to ensure that subordinate use all safety precautions, equipment, and ear protective devices. Must plan and schedule all job assignments regarding maintenance and operations and replacing equipment on daily, weekly, and monthly basis. Responsible for follow-up to see that materials and replacement parts are ordered and received so as not to result in undue delays in completing projects or equipment shutdowns. Reviews Boiler Plant and Steam Distribution System's operations and works out any changes in the established procedures with the Facilities Maintenance Supervisor. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/18/2024. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Physical Requirements: The incumbent may utilize considerable use of arms and legs necessary to operate heavy duty equipment. Standing, climbing ladders and knelling are required while performing or inspecting boilers internal and external surfaces. The incumbent must be capable of lifting up to 50 pounds. Work of the incumbent is accomplished at a desk and in the field. Must be able to reach any and/or all places throughout the campus and grounds as required to view the area and plan for new work or advise upon completion of scheduled work. From time to time, incumbent must be able to climb scaffolding, walk, kneel, or crawl. Working Conditions: The incumbents' time may be spent in all environments and may be exposed to extremes of weather and other hazards, which are inherent to boiler plant equipment maintenance activities. Incumbent could be subjected to working in steam plants, damp places, water, and mud and in confined spaces.
