This position is located at the Department of Energy's, National Nuclear Security Administration, in Washington, DC, Office of Nonproliferation Policy (NA-244). The incumbent serves as a Team Lead Foreign Affairs Specialist where the individual leads implementing and directing the three NPAC-mission-responsive sub-programs: (1) Nuclear Suppliers Group (NSG); (2) Non-Proliferation Treaty (NPT); and (3) Policy Analysis and Innovation (PA&I).
Duties
The incumbent will utilize strong leadership skills, excellent communication abilities, and a proven track record of managing teams in a fast-paced and dynamic environment. The incumbent exercises considerable judgment in interpreting and adapting existing precedents, legislation, and broad agency policy statements to develop new or improved approaches to presenting controversial aspects of NA-244 projects and programs.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-03 pay band or GS-14. Specialized experience for this position is defined as:
Broad expert knowledge of U.S. laws, policies, regulations, and procedures relative to controls on exporting and licensing of proliferation-sensitive technologies, materials, and equipment, including dual-use technologies in military programs.
Examples of Specialized Experience:
Expert knowledge of the Nuclear Non-Proliferation Treaty (NPT), U.S. interests in issues directly related to the NPT, such as nonproliferation, disarmament, peaceful uses of nuclear energy, regional nuclear weapons free zones, and nuclear security in regions where NPT support is inconsistent among regional parties.
Expert knowledge and experience in other related multilateral fora, such as the UN First Committee, FMCT negotiations, P3 and P5 meetings, and Creating the Environment for Nuclear Disarmament.
Expert knowledge and experience working with the Nuclear Suppliers Group (NSG) program, including as member of U.S. delegation to the NSG, and management of the NSG Information Sharing System (NISS).
