Duties
Serves as first line supervisor over the day-to-day operations of overhead electrical, water plant management, sewer/storm drain management, plumbing/sprinkler maintenance and HVAC, ventilation, and electronic controls.
Inspects and ensures contractor work is done properly and in compliance with contract specifications.
Provides input into a yearly and five year management update/plan which includes materials, chemicals and budgeting needed for projects that are scheduled for completion during the upcoming year.
Provides input regarding training needs, water treatment chemicals/kits, expenditures, small equipment and hand tools requirements for budget purposes.
Ensures energy conservation measures are taken as required by regulation.
Plans and schedules work assignments and/or projects daily and weekly for employees on the basis of assigned work orders, service orders and standing operating orders.
Incumbent must possess a valid state driver’s license and be capable of operating government vehicles from ½ ton pickup to 2 ton trucks.
Incumbent must be EPA Certified in the repair of HVAC and refrigeration equipment.

Qualifications
Applicants will be rated in accordance with the Office of Personnel Management Qualification Standard for Trades and Labor Occupations. Although a specific length of time and experience is not required, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties at the level for which you are applying. Emphasis is placed on how you gained the quality of experience, not necessarily the length of time, and the required ability or potential to perform the job. Applicants who do not meet the screen-out element (SOE) will be eliminated from further competition.
The SOE and minimum qualifications for this position is:
Selective Placement Factor (SPF): Must possess a valid state driver's license and be capable of operating government vehicles from ½ ton pickup to 2 ton trucks.
Selective Placement Factor: Incumbent must be EPA Certified in the repair of HVAC and refrigeration equipment. Certification is required for all air conditioning mechanics who open and service refrigeration and air conditioning equipment or are otherwise responsible for same, as part of the Environmental Protection Agency (EPA) no venting rule. After November 14, 1994, it is illegal for anyone to work on air conditioning equipment unless they are EPA certified, Regulation No. 40 CFR, Part 82.161. Persons who maintain, service, or repair low and high pressure equipment as described in C82.161, (a) 1, (a) 2, (a) 3, must be properly certified as universal technicians. PLEASE PROVIDE A COPY OF THE CERTIFICATION. FAILURE TO PROVIDE A COPY OF THE CERTIFICATION WILL RESULT IN YOU BEING RATED INELIGIBLE.

Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
