This position is located at the Department of Energy's, National Nuclear Security Administration, in Washington, DC, Office of Nonproliferation Policy (NA-244). The incumbent serves as a Team Lead Foreign Affairs Specialist where the individual leads implementing and directing the three NPAC-mission-responsive sub-programs: (1) Nuclear Suppliers Group (NSG); (2) Non-Proliferation Treaty (NPT); and (3) Policy Analysis and Innovation (PA&I).
Duties
The incumbent will utilize strong leadership skills, excellent communication abilities, and a proven track record of managing teams in a fast-paced and dynamic environment. The incumbent exercises considerable judgment in interpreting and adapting existing precedents, legislation, and broad agency policy statements to develop new or improved approaches to presenting controversial aspects of NA-244 projects and programs.
Serve as a NPAC representative as a member of the U.S. delegation, to help advance the U.S. implementation of its NPT and NSG commitments and advance U.S. interest as set by the Administration.
Lead and help support the U.S. Government development of policies and programs designed to expand access to the peaceful uses of nuclear technology, strengthen the nonproliferation regime (e.g., IAEA, UN, and NSG).
Support NPAC budget execution goals. Ensure regular and effective coordination within NPAC, across DNN offices, and with the interagency, to set direction and priorities for the sub-programs and facilitate by guiding the management of sub-program execution.
Utilize sound professional knowledge and experience of international relations and foreign affairs of the Government, including knowledge of relevant U.S. foreign policies and Government-to-Government agreements and other arrangements between the United States and foreign governments; knowledge of the policies, goals, and procedures that guide the NA-244 programs; and knowledge and skill in adapting and applying analytical techniques.
Coordinate multiple sub-programs and analyze, develop, and draft clear written and/or oral presentations and recommendations.
Qualifications
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade in the Federal Service, i.e., EN-03 or GS-13. Specialized experience for this position is defined as
Broad expert knowledge of U.S. laws, policies, regulations, and procedures relative to controls on exporting and licensing of proliferation-sensitive technologies, materials, and equipment, including dual-use technologies in military programs.
Examples of Qualified Experience that May Be Qualifying:
Expert knowledge of major international nonproliferation treaties, multilateral export control arrangements, and global nonproliferation and export control trends, developments and problems, such as nuclear disarmament, peaceful uses of nuclear energy, regional nuclear weapons free zones.
Expert knowledge of bilateral and multilateral treaties and other related multilateral fora, such as the UN First Committee, the Fissile Material Cutoff Treaty, the Non-Proliferation Treaty (NPT), P3, P5, and G7 activities.
Expert knowledge of advancing U.S. interest in export control regimes, such as Nuclear Suppliers Group (NSG).
