THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a TRANSPORTATION ASSISTANT, Position Description Number D1923000 and is part of the PA United States Property and Fiscal Office, National Guard. 1 or more Position(s) may be hired against this Announcement. INDEF NTE 5 YEARS Position may lead to permanent assignment without further advertisement.

Duties

As a Transportation Assistant, GS-2102-07, you will support the Defense Movement Coordinator with planning and coordinating peacetime movements of Department of Defense (DOD) units by modes using military transportation assets. Perform training assistance of unit movement personnel on entering UMD into the appropriate STAMIS. Maintain comprehensive knowledge of regulations and guidelines pertaining to movement planning and highway regulation. Monitor and track the receipt of mobilization movement data. Serve as the alternate point of contact for DOD units or activities that request clearance for movement on roadways within the state. Review reports from various agencies and consolidates statistical data for the purpose of isolating significant facts and trends relating to geographical considerations, demographics, and adherence to prescribed directives. Assist in providing guidance and assistance to unit personnel on the preparation of unit level mobilization plans. Provide administrative, clerical and typing support to the DMC Branch to include maintenance of publication library, file management, and word processing input. Assist in the management, maintenance, scheduling and dispatch of General Service Administration (GSA) and Transportation Motor Pool (TMP) vehicles and equipment. Assist in the management and certification of all government owned and leased inter-modal shipping containers. Accomplish the full spectrum of support for state and Federal National Guard operations, training, readiness missions, natural disasters, and Homeland Defense/Defense Support of Civil Authorities (HLD/DSCA). Perform other duties as assigned.

APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION: Bargaining Position AOC 1: NG Employees at the USPFO Supply and Services Division AOC 2: NG employees in the USPFO (This includes Internal Revenue, Contracting, Resource Management, and DPI) AOC 3: NG Employees of the Pennsylvania National Guard AOC 4: All service members of the Pennsylvania National Guard (This includes Traditional Airmen, Temporary Technicians and AGR Personnel) TEMPORARY PROMOTION/REASSIGNMENT: Currently employed permanent technician selected will occupy this position as a Promotion not to exceed or Reassignment as appropriate in their present status. INDEFINITE: Indefinite employment status pertains to applicant nominated, who are not a currently employed permanent technician. Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite appointments do not serve a trial period. Indefinite appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Military Grades: OFFICER: O1-O5 WARRANT OFFICER: WO1-CW5 ENLISTED: E1-E9 Supervisor for this position is MSG Miller GENERAL EXPERIENCE: Progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled. SPECIALIZED EXPERIENCE: Application must indicate at least 12 months experience or training recognizing, isolating, and resolving specific and general problems relating to proper utilization of common transportation services. Selecting modes of transportation and routing to obtain most efficient and economical service to the government in accordance with established policies and regulations. Participating in the development of procedures and studies on a variety of one-time movements, special cargo activities, and repetitive high-volume operations. Responsible for the inspection of commercial carriers equipment before and after use. Receiving requests for outbound Government Bills of Lading. Initiating documents for both foreign and domestic shipments. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. SPECIAL NOTE: Per the Merit Promotion and Placement Plan (MPP) if there are more than 15 qualified applicants for each position, by category, a KSA board will be convened in accordance with Chapter 4 of the MPP.
