Duties

Coordinates with the Counter Terrorism Unit in collecting, analyzing and disseminating strategic intelligence as it relates to inmates or groups of inmates whose unique skills or illicit activities pose a significant threat to the security of the institution, the safety of staff and inmates, and the welfare of the surround community. Conducts counter-intelligence operations and research to prevent or intercede efforts by sophisticated elements of the inmate population to illicitly gather information regarding the identity of confidential informants, or otherwise curtail the investigative activities of the SIS, SIS LT., or other sensitive operations of the institution. Serves as Law Enforcement Liaison in referring criminal cases to the Federal Bureau of Investigation (FBI), United States Marshall Service, United States Secret Service, Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), Drug Enforcement Agency (DEA), etc., and presents cases to the United States Attorney’s for possible prosecution. Manages the intelligence collection plan for inmates identified as needing increased monitoring based on the nature of their offense and commitment. Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution. The staff correctional responsibilities precede all others required by this position and are performed on a regular and recurring basis.

Qualifications

To be considered for the position, you must meet the following qualification requirements: Education: GL-09: Master's or equivalent graduate degree; OR 2 full years of progressively higher level graduate education leading to such a degree; OR LL.B. or J.D., if related. GS-11: A Ph.D or equivalent doctoral degree OR three full years of progressively higher level graduate education leading to such a degree OR LL.M., if related. Graduate Education: Major study--correctional administration, criminology, psychology, social work, sociology, or other fields related to the position. OR Experience: GL-09: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service. Specialized experience is directly related experience that included substantial involvement with a correctional program and provided a thorough knowledge of correctional techniques, or experience in meeting and dealing with people that demonstrated the ability to work effectively with inmates and associates in a correctional environment. GS-11: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service. Specialized experience is directly related experience that included substantial involvement with a correctional program and provided a thorough knowledge of correctional techniques, or experience in meeting and dealing with people that demonstrated the ability to work effectively with inmates and associates in a correctional environment. Experience must also have demonstrated the ability to perform supervisory or administrative duties successfully. This includes (1) understanding the problems of custody, treatment, training, and release of inmates of penal or correctional institutions; (2) a thorough and comprehensive knowledge of an institution's internal policies, programs, regulations, and procedures; and (3) training subordinates, coordinating and directing activities and functions, evaluating performance of operations and the effectiveness of programs, and maintaining high standards or work objectives. This experience must have been gained in an administrative position, or in other positions that included the successful direction, or assistance in the direction of, an entire correctional program or a major phase of such a program. Some examples of this qualifying experience are: GL-09: Experience in interviewing or interrogating suspects and witnesses, and uses link analysis techniques to link the suspect, victim and crime scene. Experience in assisting with criminal investigations and providing meaningful intelligence information regarding offenders already in custody or projected to enter custody. Experience in conducting BOP database and SENTRY research for task forces and other law enforcement agencies. GS-11: Experience in conducting threat analysis and producing threat assessments regarding security threat groups or security threat profile inmates. Experience in identifying and tracking emerging groups which are potential security threats. Experience in in gathering evidence and testimony, preparing comprehensive reports of findings and coordinates with FBI agents, establishes case history files of incidents and performing follow-up investigations until each case is closed. OR Combination of Education and Experience: GS-09 and GS-11: Equivalent combination of successfully completed graduate education and experience may be used to meet total qualification requirements. This experience must have equipped you with the knowledge, skills, and ability to perform the major duties of this position as described above. If applicable, credit will be given for paid and unpaid experience.
