You will serve as a CONTRACT ADMINISTRATOR in the CONTRACT DIVISION (N43) of NSTC GREAT LAKES. Pay Range GS-11: $80,994- $105,289 Pay Range GS-12: $97,079- $126,198

Duties

You will manage operational systems enhancements to optimize efficiency and effectiveness of software support for an Acquisition Department. You will maintain effective working relationships with technical customers to ensure their requirements are met. You will develop a pre-negotiation position through cost analysis and competitive range determination. You will administer orders or contracts by monitoring contract performance, preparing modifications, and determining the necessary course of action to comply with terms and conditions or resolve issues impacting contract performance. You will evaluate proposals for terminations for convenience or cause. You will prepare contract documentation (e.g., justifications, approvals, determinations, findings, business clearances) to support actions taken.

  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain a current valid United States driver’s license.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

For GS-12: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing Contracting Officer's Representative functions concerning procurement matters for a major organization; 2) Conducting acquisition planning and contract pre-award functions to include: determining method of procurement and contract type, documenting the acquisition strategy, and obtaining appropriate approvals; 3) Preparing solicitations containing appropriate provisions, clauses, terms and conditions that communicate requirements to parties involved; 4) Monitoring awarded contracts for performance as agreed to and modifying contracts or solves problems as necessary; 5) Evaluating responses to solicitations for price reasonableness, compliance with terms and conditions, and adequacy of competition; and 6) Interpreting and applying relevant laws, regulations, policies, standards, or procedures to specific contracting issues. Specialized experience must demonstrate the following: 1) Initiating and preparing modifications to contracts; 2) Assists activities to determine detailed requirements and requests to include in contracts; 3) Monitoring contractor performance to identify and resolve problems related to change proposals, claims, and/or payments; 4) Preparing official letters, directives, briefs, and reports in accordance with department guidelines and proper grammar; 5) Reviewing contracts and contracting documents to ensure compliance with federal acquisition law. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.

For GS-11:
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

3 full academic years of progressively higher level graduate education
or Ph.D. or equivalent doctoral degree
