About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Forces Command, 1st Armored Division, Senior Commander Aug, G-2 Security, Fort Bliss, TX 77916.

Duties

Serves as Foreign Disclosure Officer (FDO) and Senior Commander’s Foreign Disclosure Program Manager responsible for authoritative information, management, and administration for the FD Program. Serves as security lead for establishing the Foreign Liaison Program or Military Personnel Exchange Program (MPEP) positions to FORSCOM formations in conjunction with the development of the associated Delegation of Disclosure Authority Letter (DDL). Advises and provides assistance for Mission Rehearsal Exercises (MRE) and similar training events. Performs a full range of Information Security Program functions, controlling classified and unclassified sensitive information, material, and storage Assists in the conduct of compliance inspection, to include in briefings identifying procedures, violations or weakness found and required or recommended actions. Reviews agency wide and subordinate agency/commands security regulations and provides advice and assistance where needed. Provides security support for deployment and mobilization exercises. Provides support to Industrial Security Program as directed. Serves as the 1st Armored Division Security Manager May serve as the G2 Travel Officer

Requirements

  • Must be able to obtain and maintain a Top Secret (TS) security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Temporary Duty Travel (TDY) may be required 25% or less of the time.
  • May be subject to short notice recall during crisis situations and irregular work hours, including weekends and holidays.
  • Overtime/shift work may be required.
  • Must be able to obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within first two years of employment.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: 1) Determining authorizations/limitations on the disclosure of classified military information to foreign governments. 2) Analyzing, reviewing and monitoring requests for foreign government personnel to visit U.S. military formations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-11). Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
