The primary purpose of this position is: To serve as a senior information technology (IT) specialist and consultant to management in support of USSTRATCOM J52 IT policy and plans. Performs system administration and Information Systems Account Management (ISAM) duties for implementation, operations, and maintenance of IT hardware and software to accomplish the organization's strategic targeting mission.

Duties

DUTY 1: Performs services as an information systems administrator. Plans and coordinates software application installation. DUTY 2: Assesses policy needs and develops policy and procedures governing Information Technology (IT) activities. DUTY 3: Performs Information Systems Account Management (ISAM) duties and serves as SharePoint administrator, to include building and maintaining SharePoint pages. DUTY 4: Serves as a technical advisor to management and represents the organization at conferences, meetings, and briefings. DUTY 5: Provides technical guidance and instruction to users and other Information Technology (IT) specialists.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Incumbent must be able to obtain and maintain a Top Secret clearance with access to Sensitive Compartmented Information (SCI) and Special Access Programs (SAP) as a condition of employment.

  • Recall to duty may be a requirement of this position.
  • Overtime and/or emergency overtime may be required.
  • Work may require travel away from the normal duty station on military and/or commercial aircraft for work away from the normal duty station and/or extended temporary duty (TDY).

Qualifications

This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the education and/or experience requirements described below. BASIC REQUIREMENTS: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. NOTE: IN ADDITION TO MEETING THE BASIC REQUIREMENTS ABOVE APPLICANT MUST ALSO MEET THE QUALIFICATION REQUIREMENTS LISTED BELOW. SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge of systems integration methods, performance tuning methods, test and evaluation methods and procedures, IT security principles and methods, and project management principles and methods sufficient to plan and coordinate the installation of new products or equipment. Knowledge of configuration management methods and techniques for integrating information system components sufficient to install and maintain software and hardware, optimize functionality of systems, and diagnose and recover failed systems. Knowledge of methods, principles, and practices covering troubleshooting of complex system failures, recovery of systems, adjusting, modifying, and improving systems to include hardware and software components. Knowledge of new or revised policies, practices, and technical management guidelines to provide advisory services, consultation, technical assistance, and training. Ability to work closely with management officials to ensure seamless implementation of systems; identify and anticipate performance, availability, capacity, or configuration problems; resolve installation problems; identify and mitigate security vulnerabilities and risks; and maintain integrity and availability. Ability to modify existing systems and relate all aspects of the work to overall system requirements, advise on and implement new technology, and offer alternative approaches in operating systems development and/or problem resolution. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the principles, methods, and practices for integrating information system components sufficient to plan, coordinate, and administer computer systems, and optimize system performance. Knowledge of the latest advancements in technology to initiate corrective or preventative action to ensure optimum performance of the system. Knowledge of performance tuning tools, database management, and project management methods sufficient to optimize systems performance, troubleshoot database performance problems, and perform a wide range of systems functions, such as SharePoint development and administration. Knowledge of operating systems, associated devices, and the interoperability of systems sufficient to install, upgrade, troubleshoot, test, and maintain those systems. Ability to optimize the functionality and performance of systems, and to ensure the availability, integrity, efficiency, and reliability of servers. Ability to apply methods and practices for troubleshooting, recovering, adjusting, modifying, and improving systems to solve complex problems. Ability to provide support that minimizes interruptions in service to customers and maintain liaison with industry and other activities to provide awareness of state-of-the-art technology. Ability to communicate effectively, both orally and in writing. Knowledge of the organization's policy and planning formulation process, along with its missions and objectives, to prepare IT policies and plans. Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget recommendations in support of IT requirements. Knowledge of system architecture, integration techniques, and testing methods. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements. CONDITIONS OF EMPLOYMENT CONT. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs, and (b) if requested, submit to urinalysis testing. Incumbent may be selected for random drug testing and may be subject to reasonable suspicion testing and safety mishap or accident testing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
