Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties.

Duties

The primary purpose of this position is: as an Air Reserve Technician (ART) officer to serve as an Instructor/Evaluator Air Battle Manager. Specifically, the incumbent will fly onboard the E-3 B/C/G, administer flight evaluations and facilitate flying instruction. RESPONSIBILITIES: 1. Position serves as Instructor and Standardization Evaluation Examiner. Responsible for aircraft qualification and requalification, mission training of assigned or attached ABMs. Performs duties of Air Surveillance Officer (ASO), Senior Director (SD) or Mission Crew Commander (MCC) to accomplish combat, combat support, training, and other missions. 2. Reviews mission taskings, intelligence, and weather information. Performs mission planning, preparation of flight plan, and crew briefing. Ensures aircraft and battle management command and control (BMC2) systems are pre-flighted, inspected, loaded, equipped and manned for mission. 3. Controls assigned joint weapons systems (kinetic/non-kinetic, air/space/ground/cyber), forces, functions, and effects. Commands crew, operates available sensors/BMC2 systems. Performs, coordinates, or directs joint fires, force accountability, dynamic package development, real time dynamic targeting, tactical data link management/execution and airspace control. 4. Conducts theater air, ground, and surface surveillance and detects and validates emerging targets, accomplishes, combat identification, applies rules of engagement. Provides threat warning to joint forces and integrates joint/coalition C2 and ISR capabilities. 5. Conducts training of crewmembers. Ensures operational readiness of crew by conducting or supervising mission specific training. Develops plans and policies, monitors operations, and advises commanders. Assists commanders and performs staff functions related to this specialty.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Supplement to Qualification Standards for Air Reserve Technicians (ART), approved August 2017. SPECIALIZED EXPERIENCE: Applicants will be rated in accordance with current regulations Recruitment of Air Reserve Technicians through Competitive Examination (ART Agreement) - Supplemental Qualification Policy, dated 6-OCT-2017. No specific length of experience is required. The qualifications of Flight Engineer in the Air Force are directly related to the completion of prerequisite training rather than years of experience. Applicants for all positions must have logged the minimum number of hours indicated below in the performance of Flight Engineer duties. Applicants must have been qualified as Airborne Command and Control Officer (AWACS) within 8 YEARS of the date of application. Applicants for Airborne Command and Control Officer (AWACS) positions must be within the past 8 YEARS instructor or examiner qualified in the Mission Design Series (MDS). Flying Hour Requirements: Must have been awarded or qualify for a USAF Air Battle Manager Air Force Specialty Code (AFSC) and hold a valid aviation service aeronautical order. Minimum of 1000 Total Military Flight Time and instructor qualified in unit aircraft. NOTE: Candidates establishing eligibility based on military flight experience must provide official orders, forms, or logbooks showing their status as a rated military pilot, flight instructor, or flight examiner, as appropriate. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Must be an instructor-qualified, mission-ready AWACS aircrew member on flying status in unit aircraft. 2. Ability to coordinate and motivate crewmembers in working effectively as a member of a team. 3. Ability to communicate clearly and effectively orally and in writing. 4. Ability to work in a highly stressful, quick-reaction environment. 5. Ability to monitor multiple stations simultaneously. 6. Knowledge of flight operations and missions of supported units. OTHER SIGNIFICANT FACTS: 1. Performs other related duties as assigned. 2. This is an Air Reserve Technician (ART) officer position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow the incumbent to fully participate in unit training assemblies. The incumbent's regular assignments are ART duties; however, the incumbent may also be assigned non-ART duties, generally not to exceed 30 percent of total responsibilities. 3. May be required to fly in commercial and military aircraft to perform temporary/permanent duty assignments away from the normal duty station. 4. This is a designated mobility position. Incumbent must be willing to move/transfer to another unit/location on lateral or promotion basis, or as directed by HQ AFRC. AFRC command-wide geographic mobility is a condition of employment for all ART Officer positions. The employee must sign a mobility agreement. 5. This is an AFRC key management position, in which, the incumbent is required to formulate, determine, and/or influence policies. Must be highly knowledgeable of the AFRC mission and responsibilities. As a designated key position, the term "key" as it is used here relates to the ART program that defines the position as critical to mobilization capability (i.e., formulates, determines or influences policies of the unit to which assigned), and has no relationship to the term "key" as defined in AFI 36-507. 6. The incumbent must possess demonstrated leadership and managerial abilities essential to successful accomplishment of responsibilities inherent in this position. 7. Must be a rated aircrew member qualified for flying status, instructor qualified and periodically, as prescribed by regulations, must take and pass standardization/evaluation flight examinations which consist of both written tests and actual flight performance to demonstrate knowledge and abilities required by the aircrew position. Incumbent must participate in regular, frequent flights, as directed by the supervisor, over and above the flights required by the position. 8. Aircrew and management duties include stress (both mental and physical), exposures to extreme hot and cold temperatures, and gravity forces. 9. This is a Testing Designated Position (TDP). The employee is subject to random drug testing. The incumbent is subject to pre-employment drug testing and participation in random drug testing as a condition of employment. Drug Test requirement was modified with AFMAN 44-198, Air Force Civilian Drug Demand Reduction Program, 24 January 2019, which supersedes AFI 90-508, 28 August 2014. Positions covered by this SPD must be reviewed for proper "Testing Designated Position (TDP)" coding to comply with the AF Civilian Drug Demand Reduction Program (AFMAN 44-198). Drug testing is a condition of employment. 10. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. 11. The incumbent must obtain and retain the appropriate security clearance level designated for the position. 12. The incumbent may be required to work overtime to meet workload demands. 13. May be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. May be subject to on call or recall during contingencies or emergencies PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
