Duties
As a Financial Analyst, you will:
Performs research and analysis on the most challenging and complex financial issues at Public Housing Agencies (PHAs) and provides mastery-level advisory assistance in developing solutions to the most complex PHA financial and related operational, management, physical and governance issues. These solutions may have programmatic implications for the field. The incumbent positively influences and skillfully negotiates with PHAs and their key stakeholders in executing agreements and arrangements for the recovery of troubled public housing inventory and maintaining the viability of PIH programs for the long-term. The incumbent may collaborate with other HUD program areas, industry leaders, and other outside stakeholders when conducting research and developing recommendations for program improvements.
Develops and implements strategies, tools, and training packages and monitors corrective actions. The Financial Analyst collaborates with PHAs to address review findings by engaging in discussions and correspondence with a PHA (including the Board of Commissioners and appointing officials), providing documentation for the administrative record, providing training and resources to PHA, continuing to monitor monthly bank statements and budget versus actual reports, initiating remote and on-site PHA review and meetings (including interviews), establishing and monitoring PHA Recovery and Sustainability (PHARS) Agreements and Action Plans, and referring PHAs to Office of Inspector General or the Departments Enforcement Center, as needed.
Conducts targeted performance and compliance assessments or specific PHA's in-depth reviews in such areas as:

Asset Management
PHA Recovery and Sustainability (PHARS) Assessments and establishment and monitoring of related Recovery and Sustainability Agreements
Cross functional program lines and areas
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-14, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes:
- Managing and analyzing large volumes of financial data for Public Housing Agencies (PHA) to develop solutions for complex financial issues; AND
- Assessing and developing recommendations to improve workforce operations and performance; AND
- Providing direction or technical assistance leading the application of controlling authorities such as Generally Accepted Accounting Principles (GAAP), financial laws and regulations, or compliance required documents (i.e., OMB Circulars, etc.) for Public Housing programs.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14 you must have been at the GS-13 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
