The Associate Chief of Staff for Research & Development (ACOS/R&D) is an Executive Career Field position established within the Office of the Chief of Staff. The principal duty of the ACOS/R&D is to function as the Chief of the Research Service and to take responsibility for the administration of the VA Loma Health Care System research program.
Duties
The ACOS R&D assumes the supervisory and administrative responsibility for the management of the assigned staff who function within the Research Service at the VA Loma Linda Healthcare System (VALLHCS). As the Senior Psychologist Program Manager, the incumbent engages in strategic planning, establishing, and implementing policies and procedures, developing individual or group goals and objectives as well as monitoring, operating, evaluating, coordinating, and overseeing staff of the assigned programs.. Operational elements under ACOS R&D oversight include but are not limited to:
Serving as the Executive Secretary of the R&D Committee and providing administrative support, including correspondence, scheduling meetings, and responding to questions about the Committee.
Notifying investigators, in writing, when a research project can be initiated, and the period for which the project is approved.
Maintaining his or her own research activities. At least five-eighths of the ACOS/R&D time must be used to administer the VA medical facility's research program.
Establishes and maintains a Veterinary Medical Unit(VMU) prior to authorizing any research involving animals. In collaboration with the Institutional Animal Care and Use Committee (IACUC) and VMO directing the operation of the animal research facility to ensure compliance with current animal welfare laws, regulations, and policies, and to support R&D programs using animal subjects.
Ensuring that all research personnel hold an official VA appointment from HRMS (as a compensated, full-time, or part-time employee, a WOC, or under an IPA) prior to conducting or being involved in any way in VA research activities, and that the individuals maintain their appointment while conducting or being involved in any way in any VA research activities.
Ensuring that all requests for WOC appointments for research have been appropriately justified and the appointments are in compliance with all applicable research, HRMS, and other VA policies.
Ensuring that a copy (paper or electronic) of all approved Research Protocols, amendments, consent document templates, and other documents submitted to a research review committee/subcommittee, and documents related to the actions of the research review committees are maintained in and controlled by the VA Research.
Preparing all communication with ORD on operational and administrative matters.
Reviews and approves CRADA's in collaboration with the affiliated non-profit LLVARE.
Establishing and maintaining relationships with affiliated institutions and services with the facility to maintain research operations.
Ensuring creation and update of the facility Research Safety and Security Program (RSSP) that appropriately addresses research safety, and laboratory security, at the facility and in space occupied by VA under a legal agreement.
Coordinating efforts and communication among all relevant officials, committees and individuals to ensure the successful implementation of the RSSP.

This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.
Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Licensure. Applicants must hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, or Commonwealth of the United States, or the District of Columbia.
Education. Applicant must have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA), the Psychological Clinical Science Accreditation System (PCSAS), or the Canadian Psychological Association (CPA) at the time the program was completed. The specialty area of the degree must be consistent with the assignment for which the applicants are to be employed. For the purpose of meeting this requirement, the term "specialty area" refers to the specific specialty areas recognized by the accrediting body and not to specific job duties that might require special skills. Currently, APA accredits doctoral programs in the specialty areas of clinical psychology, counseling psychology, school psychology, or combinations of two or more of those areas. PCSAS accredits doctoral programs in psychological clinical science. CPA accredits doctoral programs in clinical psychology, counseling psychology, clinical neuropsychology, and school psychology; OR Have a doctoral degree in any area of psychology and, in addition, successfully complete a re-specialization program (including documentation of an approved internship completed as part of the re-specialization program) meeting both of the following conditions:
The re-specialization program must be completed in an APA or a CPA accredited doctoral program; and
The specialty in which the applicant is retrained must be consistent with the assignment for which the applicant is to be employed. OR
Have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution, with a dissertation primarily psychological in nature.
AND
Internships. Applicants must have successfully completed a professional psychology internship training program that was accredited by APA or CPA at the time the program was completed and that is consistent with the assignment for which the applicant is to be employed OR
New VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Office of Academic Affiliations at the time that the individual was an intern OR
VHA facilities that offered full-time, one-year pre-doctoral internships prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement OR
Applicants who completed an internship that was not accredited by APA or CPA at the time the program was completed may be considered eligible for hire only if they are currently board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed OR
Applicants who have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution with a dissertation primarily psychological in nature may fulfill this internship requirement by having the equivalent of a one-year supervised internship experience in a site specifically acceptable to the candidate's doctoral program. If the internship experience is not noted on the applicant's official transcript, the applicant must provide a statement from the doctoral program verifying that the equivalent of a one-year supervised internship experience was completed in a site acceptable to the doctoral program.
Grade Determinations:GS-15 Experience: At least four years of experience as a professional psychologist, with at least one year equivalent to the GS-14 level. In addition to the experience above, the candidate must demonstrate the following KSAs:
Ability to supervise and manage a large group of professional staff effectively.
Skill in interpersonal relationships, including conflict resolution and ability to work collaboratively with supervisors from other units.
Ability to accurately apply the qualification standards, assesses the potential of current and prospective employees, and promotes their professional development.
Ability to develop appropriate productivity standards for professional staff, often across multiple program lines.
Knowledge of the goals and objectives of the medical center and VISN and ability to communicate these to subordinates.

Preferred Experience: 3 to 5 Years of Research; 2 to 5 Years of Supervisory Experience; 3 to 8 years of VA Research.
Physical Requirements: The position requires occasional, standing, crouching, carrying, stooping, kneeling, pushing and pulling less than 25 pounds. There may be frequent reaching and walking. As this is a sedentary position, it may require sitting for long periods. The incumbent will frequently communicate with staff and customers online, in person and through emails.
