This position is located in Yosemite National Park, in the Facility Management Division. Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments, but do not provide work on a year-round basis. You will work for approximately 25 pay periods (November through September), and you will be in a non-pay status for the remainder of the year. Anticipated non pay status two weeks in October.

Duties

Provide leadership and supervision (including hiring and performance review) to asset management staff within the Facilities Management Division and provide support for all employees with knowledge and understanding of Asset Management policies and practices. Formulate, implement, and monitor policies and procedures for the effective utilization of the FMSS system in the asset management practices of Yosemite National Park (YOSE) by staying current and informed on the latest policy and business practice changes impacting asset management and project development practices within the NPS. Utilize FMSS, PMIS, and other Asset Management Systems to create, edit, and maintain facility projects for funding requests, including cost estimate creation and review, project creation and development, project edits, project closeouts, and funding knowledge and understanding. Perform and coordinate condition assessments, parametric assessments, and other inspections necessary for proper upkeep and compliance with Asset Management business practices and industry requirements. Manage the development, implementation, and execution of the Park Asset Management Plan and identify Park Planning needs and formulate strategies for execution. Serving as the point of contact for network parks for the FMSS program including but not limited to asset identification and inventory including initiation of Federal Real Property inventory corrections, condition assessment/PCA, cost estimating/ CESS, work order creation, life cycle information, evaluating and creating API and CRV, maintenance and training of park long term plans such as the FIP, and PMIS project creation and editing for supported parks. Duties will be developmental in nature when filled below the full performance level.

Qualifications

All qualifications must be met by the closing date of this announcement-10/23/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-11 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: analyzing and evaluating facilities and assets to estimate costs for renovation, maintenance and repair; creating tracking and managing work orders and other features of the Facilities Management Software System (FMSS) Maximo system; developing facility projects within the Project Management Information System (PMIS) for funding requests; providing training to others within a team environment; managing multiple tasks related to accomplishing asset management goals. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least a PhD or equivalent doctoral degree, or three (3) full years of progressively higher-level graduate education leading to such a degree or LL.M., if related . You must include transcripts. -OR- Successful completion of a combination of graduate level education and experience as described above. Note: Only graduate education in excess of second year is qualifying for the GS-11. First, determine total qualifying experience as a percentage; then determining the education as a percentage; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify. You must include transcripts. To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: managing the Facility Management Software System (FMSS) data tracking system for a park program with at least medium complexity in size, location, and content; managing a team of people to accomplish the goal of tracking and reporting facility management work accomplished; developing facility projects within the Project Management Information System (PMIS) for funding requests and project edits; analyzing data and creating reports for management; training workers, supervisors, managers, and personnel in the various aspects of a data tracking system; and participating in regional or national meetings and communications to provide direction and feedback to the program. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies. Federal employees seeking CTAP/ICTAP eligibility must submit proof that they meet the requirements of 5 CFR 330.605(2) for CTAP and 5 CFR 330.704 for ICTAP. This includes a copy of the agency notice, a copy of their most recent Performance Rating, and a copy of their most recent SF-50 noting current position, grade level, and duty location. If they did not complete performance appraisals ask them to provide a statement of performance for each period of service. The statement must specify the dates for each employment period and your level of performance consistent with your SF_50s. Land Management Eligible Employees (LMEs) are subject to time-in-grade (TIG) regulations in 5 CFR 300, subpart F. The Land Management Workforce Flexibility Act cannot be used to circumvent TIG, in accordance with 5 CFR 300.603. In accordance with 5 U.S.C. 9602, eligibility under these regulations applies to certain individuals serving, or who served, under a time-limited appointment and have not received a permanent position in the Federal government. Temporary appointment time is not credited toward the probationary or trial period. However, the governing statute at 5 U.S.C. 9602(c)(2) states that individuals appointed under this authority acquire competitive status upon appointment. Therefore, competitive status is acquired by a LME selected via the provisions of the Land Management Workforce Flexibility Act, the selectee is placed on a career appointment, and no further probationary or trial period is imposed upon the selectee.

Education
