Duties

You will perform abroad range of accounting and audit duties to assist the Finance competency support the annual financial statement audit. You will interpret and apply fiscal/appropriation laws, policies, and directives. You will conduct internal control testing in various business segments and gather the documents for the audit sample package requests. You will prepare memorandums for the records when needed to support the sample packages. You will gather information for follow up questions and prepare Command responses for findings and recommendations. You will coordinate and assist Process and Control owners with the development of corrective action plans (CAP) necessary to address gaps and deficiencies identified during testing. You will provide briefs to management on test results, financial improvements and areas of concern. You will participates in and support special studies and audits pertaining to reporting and analysis of operations

Requirements

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This is a Financial Management certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve the appropriate level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

NO-4: Your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-10 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing financial and policy guidance to leaders in support of audits, accounting and/or other financially related processes. NO-3: Your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-8 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Assisting in audit process by researching policies and regulations relating to auditing, accounting and/or other financially related processes. Additional qualification information can be found from the following Office of Personnel Management website: Accounting Series 0510 (opm.gov) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

In addition to the specialized experience, you must also meet the minimum education requirements as follows:
  1. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

    OR

  2. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include oneof the following:
    1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
    2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
    3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
