Duties

Conduct field and on-site compliance examinations; research and gather information. Utilize automated land and records systems and other applications to documents realty cases. Converse with public regarding realty matters. Prepare and disseminate information. Write opinions and recommendations using regulatory guidance. Collect, enter, manipulate, update, and maintain data.

Requirements

  • U.S. Citizenship is required.

  • You cannot hold an active real estate license: nor can you have an interest or hold stocks in firms with interest in Federal Lands.

  • REALTY POSITIONS ONLY-1170: Selectees w/less than 3 years exp. as a Realty Spec. (GS-1170) are req'd to attend a 3-part Lands and Realty Academy at BLM's National Training Center. Failure to complete/pass this Academy may result in your termination.
  • May require a one-year probationary period.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. For the GS-05: - Three (3) years of full time general experience, one year of which was equivalent to at least GS-04, that required me to 1) analyze problems to identify significant factors, gather pertinent data; and recognize solutions; 2) plan and organize work; 3) and communicate effectively orally and in writing; OR - Successfully completed a four-year course of study leading to a bachelor's degree in any field; OR - a combination of education and experience. For the GS-07: - One (1) year of full time work experience, equivalent to the GS-05, which shows research & analytical skills in areas of public lands realty case work (such as rights-of-way, temporary use permits, exchanges, public sales, recreation and public purposes leases/patents, airport leases/patents, land classification, withdrawal, State selections, trespasses, etc.) or other public lands use authorization; OR - Completed a 4-yr course of study leading to a bachelor's degree in any field & meet 1 of the following superior academic provisions: GPA of 3.0 or higher for all completed coursework or for all courses completed in the last 2 full years of undergraduate work; OR GPA of 3.5 or higher for all courses in the major field of study, or courses in major completed in last 2 years of undergraduate work; OR rank in the upper 1/3 of your college; or member in a national honor society recognized by the Associate of College Honor Societies; OR successfully completed one full year of graduate level study ( 18 credits or equivalent), OR - Possess a master's or higher degree, e.g., LL.B., J.D., LL.M., Ph.D., in a field that provided the knowledge, skills and abilities necessary to do the work; OR - A combination of education and experience. Please note: Real estate work in the private sector is not considered qualified unless the experience demonstrates specific relationship to public lands and issues. Superior Academic Achievement (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: The work is sedentary but may occasionally require some physical exertion such as walking over rough, uneven, or rocky surfaces and exposure to extreme temperatures. The field duties of this position require that the employee operate four-wheel drive vehicles on and off roads in isolated areas. Work Environment: Work is performed in the office and field locations under a variety of topographic and climatic conditions.

Education

This position falls under the Realty Series, 1170, Administrative and Management Positions. There are no Individual Occupational Requirements (IOR) for this job series.

If using education to qualify - You MUST submit a copy of ALL your college transcripts or a list of ALL college courses that include hours and grades from an accredited U.S. college/university. Upon selection, official transcripts must be received prior to appointment. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
