About the Position: The NCR-Network Office is located at 6000 MacArthur Blvd in Bethesda MD. The team works together and collaborates to ensure mission success. Duties
Serve as the Senior Analyst administrating the development and execution of all manpower plans, programs, and policies.
Serve as the Network's subject matter expert and spokesperson for manpower to include the Unit Manning Document, organizational change requests, and
implementation.
Develop Network level business plans and implementation strategies by analyzing mission assignments, establishing program objectives, and developing current
and long-range plans, projects, and operating schedules.
Utilize results of analyses to determine the effect on existing policy, coordinate with affected officials, and prepare official organizational charts and functional
statements for approval of interested officials.
Seek, devise, and promote ways of changing the Network’s planning and business practices that recognize current business practices in the Federal and private
sector to improve the Network’s competitiveness.
Formulate point papers, information papers, briefs, and/or articles to further the Networks business planning objectives.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security investigation or access for the duration of employment. A background investigation and credit check are required.

Specialized Experience: One year of specialized experience which includes assisting with the full range of organization and manpower functions including manpower requirements determination, programming and budgeting, and allocation; analyzing qualitative and quantitative data to determine the effect on existing policy; assisting with providing recommendations on workforce structure, manning, and workload distributions; and analyzing and evaluating management issues to identify problems, analyze causes, and provide recommendations for corrective actions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
