This position serves as the Housing Management Assistant located i the Division of Administration at Yosemite National Park (YOSE). The incumbent serves as assistant to the Housing Manager, who is responsible for all government employee housing (approximately 400 units). the work performed is designed to ensure continuous operations and management of YOSE'S housing program. the incumbent report to the Housing Manager and performs a wide variety of necessary budgetary, and accountng duties.

Duties

Major Duties: GS-1173-05 Following detailed instructions incumbent will participate in matters such as assignment and termination of housing, housing maintenance, housing inspections, and the preparation of reports and analysis. The incumbent will become familiar with management objectives, housing rate development process, occupancy objectives and other program elements. Following detailed instructions drafts the annual tenant notification of rental adjustments, and notifications for annual Consumer Price Index (CPI). Drafts document to include rent schedule, maintenance standards and related housing activities and policies. Participates in resolving a variety of housing problems by assembling facts, evaluating information, and drafting reports and answers to correspondence which can be used as the basis for recommendations, interpretations, and decisions by the housing manager and/or higher-level management official. Major Duties: GS-1173-07 Working with the Housing Manager in matters such as assignment and termination of housing, housing maintenance, housing inspections, and the preparation of reports and analysis. The incumbent evaluates management objectives, housing rate development process, occupancy objectives and other program elements to see that all program goals, objectives and schedules are met. Notifies supervisor when departures from established practices and methodology are identified and recommends options to correct the situation. Verifies and submits tenant reimbursements/refunds for Possessory Interest Tax payments. Participates or conducts functions such as periodic housing requirement surveys, joint tenant-management inspections, and recommending improvement projects. This is a Career-Seasonal position. Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments, but do not provide work on a year-round basis. Selectee is guaranteed to work at least 6 months per year but not more than 50 weeks per year, with the work schedule determined upon appointment. Work schedule and periods of non-pay status are contingent upon funding and operational needs. On an annual basis, employee signs a "career-seasonal" agreement with the supervisor which defines the work schedule for that year. Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments, you will be placed in a pay status and can expect to work a minimum of 20 pay periods not to exceed a maximum of 25 pay periods. You will be placed in a non-pay status from approximately 6/30 to 7/28 unless other work exists that can be assigned to you during this period. Though your non-pay time may be reduced, you will still be placed in non-pay status for a minimum of 1 pay period in accordance with NPS policy. Additional work must be in concurrence with applicable regulations and policies.

All qualifications must be met by the closing date of this announcement-10/23/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-05 grade level, you must possess at least one or all of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-04 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Participating in the preparation of reports and analysis; Providing detailed information and customer service; Clearly and accurately communicating relevant laws, regulations, and policy when questions emerge, and referring to program specialist/manager for resolution of complex issues; Scheduling, coordinating, and communicating information between multiple parties; Database entry; Electronically filing records in accordance with records management standards and organizing them for efficient retrieval; Accurately scheduling and organizing appointments; Responding to supervisor or leadership's requests for data and information promptly. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least four full years of graduate level education. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. You must include transcripts. To qualify for this position at the GS-07 grade level, you must possess at least one or all of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Developing housing assignments, termination of agreements, and the preparation of reports and analysis; Providing detailed guidance and customer service to staff, tenants, partners, and others; Clearly and accurately interpreting and communicating relevant housing laws, regulations, and policy when questions emerge; Database entry and management; Promptly resolving issues and concerns as they arise, and referring to program specialist/manager for resolution of more complex issues; Electronically filing records in accordance with records management standards and organize for efficient retrieval; Accurately scheduling and organizing appointments; Responding to supervisor or leadership's requests for data and information promptly; Conducting internal audits and program reviews; Developing and maintaining processes and standard operating procedures. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least one full years of graduate level education. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
