THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a Supervisory Aircraft Loadmaster (Instructor), Position Description Number D2302000 and is part of the 165th OSS, Georgia Air National Guard located in Garden City, Georgia.
This is a full-time, Permanent, dual status position which requires Georgia Air National Guard Membership.
Area of Consideration: Current members within the 165th Wing of the Georgia Air National Guard.
Duties
As a GS-2185-11 Aircraft Loadmaster, you will;
Plan, organize, & direct the activities of the loadmaster section, ensuring that operational and training duties pertaining to loadmasters comply with legal and regulatory requirements and meet organizational mission. Research, interpret, analyze and apply proper guidelines, policies, regulations, etc. pertaining to aircrew function. Establish policies and procedures for accomplishment of loadmaster function. Plan & schedule work in a manner that promotes a smooth flow and even distribution. Coordinate plans and schedules with other aircrew members & organization managers as appropriate. Identify need for changes in priorities and takes action to implement such changes. Plan, schedule and assign work to be accomplished by subordinates. Balance workload, providing advice, guidance, and direction on a wide range of aircrew and administrative issues. Review organization mission, functions, and manning. Identify requirements and initiates requests for additional resources including personnel, overtime, equipment, supplies, and space to ensure success in meeting goals & objectives. Advise supervisor of significant issues & problems related to work accomplishment. Review work Accept, amend, or reject work presented by subordinates. Manage critical assessment programs such as the Management Internal Control Toolset (MICT), Manage critical assessment programs such as; Unit Self Inspections, Maintenance Standardization, Operational Readiness, Unit Compliance Inspections, and Staff Assistance Visits (SAVs). Responsible for the development and maintenance of organizational level checklists. Ensure metrics are established and monitored to assess key result areas for successful mission accomplishment including, but not limited to, items where non-compliance would affect system reliability or result in serious injury, loss of life, excessive cost, or litigation.
As required, fly as an aircrew member in unit aircraft and performs duties as flight instructor. May also perform duties as flight examiner. As a flight examiner, the incumbent administers no notice and annual evaluations to ascertain the performance of loadmasters during all phases of mission execution. Use of night vision devices, flying in mountainous terrain, during combat assault landings on unprepared runways, and accomplishing aerial delivery of cargo/personnel (airplane typical) are required. Ensure aircrew members meet or exceed qualification standards for assigned position. As a loadmaster instructor, makes determinations on issues involving passenger safety, and safety of flight matters involving weight and balance data, shipment and compatibility of various types of cargo and cargo/personnel combinations, hazardous materials in excessive quantities, special handling security cargo such as courier materials, and registered mail. Develop and certify cargo load plans as well as evacuation procedures for aircrew and passengers. Maintain oversight of loading and unloading of aircraft, ensuring that all required documentation is completed.
Aircrew Standardization/Evaluation Program: Manage the Loadmaster Standardization evaluation program, which is specifically designed to maintain guidance per AFI and other applicable instructions on evaluation testing, maintaining Flight Evaluation Folders, set up no notice evaluations, attend Standardization Evaluation Review Boards (that determine evaluation, testing, new LM upgrades and trending analysis) and perform LM annual evaluations to include ground evaluation. The Standardization and Evaluation program is for the Wing Commander to visually assess through periodic reviews the squadron's procedures and practices to assure adequacy and compliance to local and higher-level directives.
Manage a list of trained Loadmasters to meet the need for the Joint Airdrop Inspector (JAI) Program. The supervisor will ensure that only the most qualified individual is selected to be JAI certified for the program from the list of mission qualified loadmasters. Choose who will be the unit representative and subject matter expert on all inter-service aerial delivery review panels and malfunction on analysis board meetings. Attend Standardization and Evaluation boards to select candidates that will be trained to be JAI certified.
Manage Flight Crew Information File (FCIF). Ensure pertinent and time sensitive information is disseminated in a timely manner. Instate controls to ensure loadmasters constantly monitor and review information delivered through the FCIF program. Manage all paper and electronic media used to construct FCIF library (to include GTIMS, PEX, signature cards, etc.) and constantly evaluates effectiveness of the chosen format. Coordinate with Wing, MAJCOM, and Civilian agencies to obtain most current and accurate information to include in FCIF publications.
Manage trained Loadmasters to meet the needs for the following operations
Perform other duties as assigned.

- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

- Must maintain instructor qualification and demonstrate the highest degree of technical competency in the theory of flight, aerodynamics, and aircraft systems operation.
- Must remain proficient in the principles of instruction and demonstrate good judgment, patience, tact, and a desire to instruct.
- Exposed to the hazards associated with aircraft flight including but not limited to: gravity forces up to one and one half, working in strained or cramped position as well as exposure to inclement weather during ground operations.
- Aggressive maneuvers, low level flights, formation flights, aerial refuelings, airdrops, maximum effort takeoffs, maximum effort landings, and unpressurized operations at high altitude or other related scenarios.
- Incumbent is required to complete an annual flight physical and maintain currency of the required series of immunizations for worldwide capability.
- Must be a certified Flight Engineer / Evaluator.
- Unit Resource Adviser and part of the Financial Working Group.
- AROWS Operations Group Attendance approval and attendance certifier for military pay.
- ATAAPS Timekeeping Certifier and leave / Premium approval for civilian pay.
- DTS Authorization approver for the Commander.

GENERAL EXPERIENCE: Experience which has provided the applicant with a knowledge of aircraft weight and balance computations; aircraft performance data; aircraft records maintenance; and aircraft systems.
SPECIALIZED EXPERIENCE: Specialized experience requirements are to be determined locally, depending on the necessary requirements for your current airframe and the required certificates as specified by the appropriate Air Regulation. Specific MOS/AFSC's may be included when essential for successful performance of the position.
PREFERRED: Primary AFSC of 1A172D and be a current/qualified C-130J Instructor Loadmaster. Knowledge of the C130J weapon system and tactics involved with operating in the low-level environment IAW AFMAN 11-2C 130v3 an AFTTP 3-3. Knowledge of C-130J training procedures and regulations such as AFMAN 11-2C130Jv1. Knowledge and experience with training programs such as EPEX and the processes to track events to include both quarterly Flying/Ground, semi-annual, and annual events. Knowledge of methods of instruction, aircrew training program requirements, procedures, and standards of performance; and skill to apply this knowledge in planning, developing and executing unit training/evaluation programs. Ability to communicate orally and in writing to prepare lessons, documents and reports, present training/instruction and brief passengers and crews.
