Located at Bureau of the Fiscal Service, Office of Payment Integrity Customer Experience and Engagement Division. As a Program Analyst (Business Requirements Analyst), you will perform highly specialized business analysis, and business data analytics of a wide variety of financial data related to government payments and payment integrity internal controls.
Duties
As a Program Analyst (Business Requirements Analyst), you will:
Provide operational analysis for the Customer Engagement and Support Branch involving a wide range of agency operations and activities in relation to analytics and fraud.
Compile information from data available through internal and external sources and the various FS systems to report on either anomaly, trends, or the financial position of disbursements of other Federal Program Agencies.
Lead collaboration with other specialists to define valid and reliable performance metrics that accurately reflect outcomes and impacts on branch operations.
Serve as communications link between technical support, business units, and customers. Understand business requirements and translate into specific software requirements; communicate requirements to solutions providers.
Qualifications

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service, or equivalent, that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes experience conducting analysis, interpretation, and application of rules, regulations, and/or policies related to a variety of interrelated financial processes and data in order to deliver services and solutions to a broad stakeholder base.
Examples of such experience could include:
-Experience analyzing and drawing business insights from financial data such as payments, claims, and returns.
-Experience applying relevant rules, regulations and policies governing the processes associated with the payment lifecycle for instance National Automated Clearinghouse Association (NACHA) Automated Clearinghouse (ACH) Rules, Payment Integrity Information Act of 2019, Regulation CC, Green Book.
-Experience proposing data and/or technology solutions to meet customers financial management needs.
-Experience documenting business workflows of interrelated financial processes for the purposes of documentation, standardization, education and training, and identifying improvement opportunities.
-Experience gathering functional systems requirements from a variety of partners such as Federal Agency, financial institutions, federally funded state-administered programs, and/or internal users, to enable onboarding and/or expansion of existing and/or emerging solutions.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
