Duties
This Supervisory Transportation Security Specialist position is located in Operations Support, Policy, Plans and Engagement (PPE), Air Cargo Division, Transportation Security Administration (TSA), Department of Homeland Security (DHS). Additional duties include but are not limited to:
Develop aviation and or air cargo security policies, provides oversight and direction to a team of policy analysts, to define the desired state of security policy and policy development processes, through the examination of risks facing the various modes of aviation and or air cargo transportation (e.g., air carriers, indirect air carriers, certified cargo screening facilities) and to design the absolute set of policies that are operationally sustainable and appropriate for the risk
Defining the desired state of security policy (e.g., allowing greater freedom of movement for people and goods, cost-effective measures, respectful of privacy rights of operators, passengers, and shipments), examining risks facing the various modes of aviation and or air cargo transportation and designing the absolute set of policies appropriate for the risk.
Evaluates the larger body of existing security policy with the objective of developing policy to the desired state through more effective and operationally sustainable, risk-based polices that are also cost-effective.
Receives and analyzes industry and cross-industry best practice standards; evaluates the entire body of policy to identify duplicative policies; identifies policy gaps.
Exercises a full range of supervisory and personnel management authorities and responsibilities in directing work of subordinate staff. Coordinates and evaluates subordinates' work to assure balanced workload and timely responses to assigned actions. Gives advice, counsel, or instruction to employees on both work and administrative matters and assigns work to subordinates based on priorities. Takes disciplinary action when necessary
Establishes performance standards, evaluates performance, recommends training and development, and recognizes high quality performance.
Supervisory/Managerial Probationary Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position.
Note: The duties are at the full SV-J performance level.
Emergency Essential Position: This position is designated as an Emergency Essential (EE) position. This designation requires the employee to remain in a duty status if an emergency arises.
Qualifications
To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such experience is defined as:
Leading projects and/or programs that impact aviation and or air cargo transportation security operations; and
Identifying issues, discrepancies, or inconsistencies with aviation and or air cargo transportation security policies or procedures; and
Providing technical advice or guidance on transportation security, polices, and regulations.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
