The incumbent services as Management Assistant for VA Northern California Health Care System. He/she provides administrative management in full support of the mission, goals, and objectives of Care in the Community (CITC). The incumbent will provide a high level of analytical and administrative support to the CITC Section. They will facilitate administrative operations, provide direction and guidance towards the planning, implementing and achievement of the organization's strategic plan.
Duties
Major duties include, but are not limited to:
Collaborate with clinical divisions and administrative staff to provide coordinated and efficient care for Veterans within the NCHCS medical center.
Maintain and establish electronic and paper filing systems in accordance with VA policies, ensuring completeness and accuracy of all documentation.
Respond to routine and complex inquiries regarding the status of reports, compliance requirements, and other information from internal and external stakeholders.
Implement and manage office control systems to optimize the organization and accessibility of files and records.
Coordinate, schedule, and track training activities, ensuring training goals are met and employees are informed of eligibility and requirements.
Interface with various services such as Fiscal, Human Resources, and Logistics to facilitate day-to-day operations and administrative functions of the CITC.
Ensure timely submission and accuracy of controlled correspondence and compliance with local, VISN, and VACO reporting requirements.
Develop and assess talent management onboarding processes while monitoring and evaluating performance audits.
Provide training and support on care coordination platforms (e.g., TriWest, JLV, Vista Imaging) and manage updates to SharePoint for CITC programs.
Organize and coordinate CITC Oversight Committee meetings, including tracking action items, preparing minutes, and planning workshops and events.
Foster a collaborative and inner-service cooperative environment, demonstrating problem-solving skills and effective communication with staff at all levels.
Perform additional duties as assigned to support the mission and operations of the Community Care Program.
Identify service deficiencies via patient interactions and support program analysts in developing targeted improvement programs.
Analyze and evaluate data related to healthcare system programs, making recommendations aimed at increasing efficiency and reducing waste.
Research and assess problems related to Non-VA Care Coordination platforms to inform policy changes and program enhancements.
Utilize extensive knowledge of data analysis principles to develop innovative solutions to improve operational effectiveness.
Conduct rigorous data analysis using statistical techniques, ensuring accuracy and validity in findings.
Prepare and deliver comprehensive reports, presentations, and recommendations based on data insights, ensuring timely submission.
Review and advise on Health Administration eligibility and scheduling policies, recommending administrative changes for improved outcomes.
Collect, compile, and maintain accurate statistical data to support program operations and track performance metrics.
Establish and manage an information system for monitoring project status, including compliance and progress tracking.
Act as a quality assurance specialist, ensuring the accuracy of patient care data and addressing discrepancies proactively.
Participate in audits and special studies to evaluate program performance and recommend corrective actions as needed.
Collaborate with stakeholders to identify issues and develop strategies for continuous improvement in service delivery.
Preferred Experience:
Computer skills including Microsoft Office Suite (includes Word, Excel, Access, Visio, Publisher, Project, and Outlook)
Skill in obtaining and apply basic data gathering methods to collect various types of information for creating reports relative to efficiency areas within the service
Performs basic analysis of the data and generates a variety of reports.
Work Schedule: Monday-Friday, 8:00am - 4:30pm (PST)
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. This position is eligible for telework, but reporting to the facility/designated work location will be required.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/18/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Health Administration; knowledge of the available data sources and reports to serve as a consultative resource in data management assistance; knowledge of a wide range of analytical and evaluative methods and techniques to asses and improve the efficiency and effectiveness of the various units with the department to prepare various reports; skill in obtaining and applying basic data gathering methods to collect various types of information for creating reports relative to efficiency areas within the department; knowledge of major issues, program goals, objectives, work processes, and administrative operations of the organization and constantly changing policies and guidelines; ability to communicate effectively both verbally and in writing; computer skills using various programs and systems.

Physical Requirements: Work is primarily sedentary. Work will involve some walking, bending, and lifting of light objects, as well as good deal of work on a computer keyboard.
