Duties

Serves as a senior Military Service Logistical Representative, assigned to the one of the four Military Service aligned branches of the Program Management Division within the Facility Sustainment Directorate Defense Logistics Agency (DLA) Energy Manages, monitors, evaluates, and coordinates the execution of assigned Sustainment, Restoration and Modernization (SRM) programs Responsible for the 'cradle to grave' management of all projects assigned. Serves as Outbound MIPR Generator. Obtains MIPR Acceptance from customer and creates obligation in the Financial System Ensures the compliance of functional and supporting organizations by establishing and monitoring milestones, performance criteria, goals and metrics Determines work required to fully sustain, restore, modernize or demolish facilities based on the results of an SRM survey, the facility condition, projected requirements and needs of the Services Incumbent participates with DLA/DLA Energy/Services in meetings to discuss strategies, and forward progress toward execution of established goals and implementation of SRM programs Responsible for coordinating and managing comprehensive follow-on SRM surveys of fuel facilities on service managed installations for which DLA Energy has (SRM) responsibility Develops and implements strategies to overcome obstacles to program execution and accomplishment

Qualifications

To qualify for a Logistics Management Specialist, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Wide range of qualitative and quantitative analytical and evaluative methods and technologies for the assessment of the effectiveness, efficiency and quality of complex logistics support plans. Pertinent DoD and Service logistics policies, Military Services regulations and practices governing petroleum facilities operation and maintenance. Sustainment, Restoration and Modernization SRM program goals and sequences of key SRM planning events and milestones, and methods for evaluating the effectiveness of SRM plans. Knowledge of bulk petroleum facilities, sustainment requirements and products. Familiarity with contract solicitation, award, and performance procedures to ensure that programs and projects are executed in a timely manner and support the needs of the customer. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Demands: The work involves physical exertion that includes climbing, lifting, pushing, balancing, stooping, kneeling, crouching, crawling or reaching as the employee conducts surveys and inspections of complex domestic and overseas petroleum facilities. These demands include climbing fuel storage tanks, climbing over facility infrastructure and negotiating uneven ground. Prolonged standing and sitting is prevalent. Also recurring travel on airline flights is required, sometimes exceeding 24-36 hours. Work Environment: Work is normally performed in an office setting, but considerable airline travel may be required. Further, surveys of airport and seaport complexes and petroleum storage facilities require exposure to adverse climatic conditions (heat, cold, humidity, etc.) and physical exertion (walking, climbing, etc.). The environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, meeting and training rooms, or petroleum facilities and vehicles. Employees may be required to wear protective clothing during fuel facility visits. TDY to foreign countries may range from one week to two months and may require extensive travel times.

Substitution of education may not be used in lieu of specialized experience for this grade level.
