Duties

Serves as a Senior Tribal Nations Program Manager with responsibility of leading the development, modernization, and execution of the Army’s Civil Works Tribal Nations Program. The incumbent provides expert advice and engages in rule-making actions and policy development that directly impacts the Tribal Nations Civil Works projects throughout the United States. On behalf of USACE, the incumbent works in collaboration with the Office of the Assistant Secretary of Army for Civil Works on critical tribal issues. Develops and maintains Tribal Nations Program Management Plan to outline roles and responsibilities, budget, deliverables, training and partnering goals and objectives. Resolves policy issues and concerns in coordination with other USACE activities, Department of the Army, Bureau of Indian Affairs, other Federal agencies, and private agencies that have relationships between Tribal National organizations. Develops nationwide training in collaboration with Tribal Nations Technical Center of Expertise and USACE headquarters law and policy experts. Communicates with high-ranking officials and stakeholders to address new issues, status updates, and negotiate compromises and resolutions. Participates in briefs on policy issues pertaining to sovereign nations with the Director of Civil Works, Deputy Commanding General – Civil and Emergency Operations, Chief of Engineers, Assistant Secretary of the Army (Civil Works) and their staffs

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must be able to obtain and maintain a Secret clearance.
  • Business travel (TDY) may be required up to 25% of duty time.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) Collaborate with Tribal Nations sensitive land management and civil works issues; 2) Oversee studies to analyze the specific problems impacting agency program goals and objectives; 3)Establish professional relationships with Tribal governments, trade associations, and other Federal agencies to facilitate long-term, positive partnerships around land management and resource protection; and 4) Develop administrative regulations, policies and procedural guidelines for the conduct of tribal liaison program operations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
