This position is located with the Small Business Administration (SBA), Office of Human Resources Solutions (OHRS), Office of Executive Resources. The incumbent will provide support on Special Emphasis Programs and perform a variety of Human Resources (HR) operational assignments to support the efficiency of operation in the office.
Duties
This position is established under the Small Business Administration (SBA) Intern Program. At the successful conclusion/completion of the Internship program, the student may be eligible for non-competitive conversion to a Federal career or career-conditional position. If converted, the student must meet the qualifications of the position being converted into at the GS-7/9 grade level.
Duty Locations: The salary range indicated in this announcement reflects the minimum locality pay up to maximum locality pay for all duty locations listed. The range will be adjusted for selected duty location. General Schedule locality pay tables may be found under OPM Salary & Wages.
As a Student Trainee (Human Resources), GS-0299-7/9, you will be responsible for:
Coordinating with colleagues and other human resources professionals on the implementation and interpretation of the Human Resource regulations, rules, standards, policies and procedures to ensure that staffing and recruitment policies, procedures and regulations are applied effectively.
Performing human resource management functions in support of Executive Resources and special emphasis programs; and provides technical and procedural information on recruitment and placement programs and issues. Provides assistance and operations level support to clients relating to human capital management of SES/SLs.
Ensuring personnel actions and processes conform to applicable laws and regulations and takes appropriate corrective action when deficiencies are found.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

- Appointee must be a current student in an accredited high school, college, professional, advanced degree programs; or other qualifying educational institution pursuing a qualifying degree or certificate.
Qualifications
Student Internship Program Eligibility:
Current students in an accredited high school, college (including 4-year colleges/universities, community colleges, and junior colleges); professional, technical, vocational, and trade school; advanced degree programs; or other qualifying educational institution pursuing a qualifying degree or certificate.
To be eligible for appointment to a position in the Small Business Administration (SBA) Internship Program, throughout the duration of the appointment, an individual must:
Be currently enrolled or accepted as a student on at least a half-time basis at a qualifying educational institution in a certificate, degree, or diploma program.
Be seeking a degree that is relevant to the position.
Grade qualifications must be met prior to start date.
Must meet the definition of a student throughout the duration of their internship appointment.
Complete at least 640 hours of work experience prior to completion of degree.
Students who have graduated are not eligible for this position.
If selected you:
must sign a Pathways Internship Program Participant Agreement;
may be employed throughout the academic year;
must maintain status as a current student;
maintain good academic standing, at least a 2.5 cumulative GPA on a 4.0 grading scale.
must furnish course registration information at the start of each school term; and
must provide verification of academic status (transcript) at the end of each academic term.
Specialized Experience for GS-7: One year of specialized experience, equivalent to the GS-5 grade level in the Federal service, obtained in either the private or public sector:
using software programs and automated systems to initiate, track, and complete actions; and
communicate information to both external and internal customers.

Specialized Experience for GS-9: One year of specialized experience, equivalent to the GS-7 grade level in the Federal service, obtained in either the private or public sector:
delivering support services associated with recruitment, process, and document human resources actions for employees; and
coding personnel action codes; and
conducting HR research, interpretation, and applying appropriate laws, regulations, policies, and guidelines in human resources functional areas.

Education Substitution for Specialized Experience:
GS-07: Successful completion of 1 year (18 semester hours) graduate-level education directly related to the position; OR Superior academic achievement based on one of the following: (1) class standing, (2) grade-point average, or (3) honor society member. GS-09: successful completion of 2 years (36 semester hours) graduate-level education directly related to the position; OR a Master's degree or equivalent graduate degree.
Combination of Experience and Education:
GS-07: Combination of education and experience as specified above. For example, an applicant who has 6 months (9 semester hours) of graduate level education (i.e. 50% of education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.
GS-09: Combination of education and experience as specified above. For example, an applicant who has 1.0 full year of Masters level education (i.e. 50% of education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.
