The National Indian Gaming Commission's primary mission is to work within the framework created by the Indian Gaming Regulatory Act (IGRA) for the regulation of gaming activities conducted by tribes on Indian lands to fully realize IGRA's goals: (1) promoting tribal economic development, self-sufficiency and strong tribal governments; (2) maintaining the integrity of the Indian gaming industry; and (3) ensuring that tribes are the primary beneficiaries of their gaming activities.
Duties
This position may be filled remotely or in any of NIGC's regional offices. If you reside within the local commuting area a regional office, it is expected that you would report to the office for your official duty station. Telework options are available per agency policy. If you do not reside within the local commuting area of a regional office, then the position will be remote with a duty location of your home.
Assigned to the Division of Compliance, the Auditor is a gaming regulatory professional who exercises independent judgment and performs quick response audits, audit readiness and sustainment, consulting and advisory services, risk management, liaison with external audit organizations, audit compliance and follow-up. Performs complex analysis and evaluations,
conducts a variety of audits that are usually without precedent in the performance of sometimes difficult and demanding audit assignments, which require a thorough knowledge of Generally Accepted Accounting Principles and Generally Accepted Auditing Standards. Additionally, the incumbent is required to have a familiarity and comprehension with the operations of the
Commission, the Indian Gaming Regulatory Act of 1988 (IGRA), and federal, state, and Indian laws and regulations as they pertain to the statutory and regulatory responsibilities of the Commission. The National Indian Gaming Commission's (NIGC/Commission) Auditor works under the general supervision of the Audit Manager, who outlines broad policy and general objectives regarding the accounting and internal audit programs.
Major duties at the GG-13 include but are not limited to the following:
Performs audits of class II and class III gaming operation to ensure compliance with the Indian Gaming Regulatory Act of 1988 (IGRA), the regulation of the NIGC, and the provisions of the tribal gaming ordinance/resolution.
Serves as the NIGC's representative with tribal government with respect to gaming matters.
Provides training and technical assistance to tribal governments, tribal regulatory authorities, gaming operation personnel and contract managers to ensure compliance with the IGRA and NIGC regulations.
Conducts audits to investigate known or alleged violations of the IGRA and NIGC regulations, prepares reports and testifies in administrative hearings or other proceedings as designated by the Commission to hear such matters.
Coordinates with responsible management officials; and evaluates the validity of tentative findings and recommendations that have been identified.
Assignments will be specifically designed to prepare you for advancement to the next higher level without further competition. Advancement to the next higher level is not guaranteed, and does depend on: (1) a demonstrated ability to successfully perform at the next higher level, to the satisfaction of the immediate supervisor; (2) the availability of sufficient work at the next higher level to warrant advancement; and (3) having satisfied all legal and regulatory requirements for advancement.
This is a permanent, full-time, position in the Excepted Service. Competitive Civil Service status is not acquired under this appointment. New appointees to the Federal Government must serve a two year trial period. Merit promotion procedures do not apply.

Qualifications
Educational Requirement:
Degree: A Bachelor's or higher-level degree in accounting; or a degree in a related field such as
business administration, finance, or public administration that included or was supplemented by 24
semester hours in accounting. (The term "accounting" means "accounting and/or auditing" in this
standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
Combination of education and experience: Four years of experience in accounting or auditing,
or an equivalent combination of accounting experience, college-level education, and training that
provided professional accounting knowledge with a background that also includes one of the
following: (1) Twenty-four semester hours in accounting or auditing courses of appropriate type
and quality; or (2) Certified as a Certified Public Account, Certified Internal Auditor or Certified
Fraud Examiner obtained through written examination; or (3) An additional three years of casino
accounting or auditing experience with no college-level education for a total of seven years of work
experience in lieu of the education requirement.
Specialized Experience:
In addition to the education requirement, you must possess the experience described for
the grade level to which you are applying.
GG-11 (equivalent to GS-11)
All applicants must possess at least 1 full year of experience with the following:
Demonstrated familiarity and comprehension with the Indian Gaming Regulatory Act of 1988 (IGRA), federal, state, and Indian laws and regulations; knowledge of the roles played by federal, state, tribal and local law enforcement agencies in regulating and enforcing laws and prosecuting matters pertaining to Indian gaming;
Demonstrated ability to apply methods required to conduct audits pertaining to casino gaming operations;
Preparing concise and clear written reports reflecting audit findings and testifying in administrative hearings or other proceedings;
Demonstrated knowledge of Indian gaming operations and the ability to distinguish between class I, II, and III gaming as defined in the IGRA and agency regulations.
GG-12 (equivalent to GS-12)
All applicants must possess at least 3 full years of experience with the following:
