The position is telework eligible consistent with the Agency’s telework and remote work program policy.This position is located in the Department of Education, Office of Postsecondary Education, Higher Education Program in Washington, DC. This position performs professional work for an educationally related program directed towards improving American education.

Duties

APPLICATION LIMIT: This vacancy announcement is limited to the first 50 applications received and will close at 11:59PM Eastern Time on the day that we receive the 50th application, or at 11:59PM Eastern Time on the listed closing date, whichever occurs first.  We encourage you to read this entire vacancy announcement prior to submitting your application.As an Education Program Specialist, GS-1720-09, you will be responsible for:•    Provide support for the programs by providing technical assistance to grantees in the administration and management of funded projects.•    Assist applicants with requirements for submitting proposals for grants and on appropriate ways of developing program proposals to be submitted in grant applications.•    Review annual performance reports and make recommendations for continuation of funding based on the extent of substantial progress in grantees' achievement of approved objectives.•    Participate in the peer review process of grant proposals under consideration for awards of grants and contracts and make funding and policy recommendations to the program staff concerning pending awards and related matters.•    Participate in conducting site visits for the purpose of assessment and evaluation of funded grants.

Qualifications

Minimum Qualification RequirementsYou may meet the minimum qualifications for the GS-09, if you possess the specialized experience.Specialized Experience for the GS-9One year of experience in either federal or non-federal service that is equivalent to at least a GS-07 performing two (2) out of three (3) of the following duties or work assignments:1.  Experience working in diverse environments and monitoring education services.2.  Experience reviewing and analyzing education policies.3.  Experience providing financial management support in both written and verbal formats.Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).1.    Ability to anticipate issues, conceptualizes, and executes strategies to support grant management and provide technical assistance to grantees.2.    Ability to resolve basic problems or issues by application of precedents or established methods and practices.3.    Ability to work effectively with project managers, evaluate deliverables, and provides feedback and guidance.4.    Knowledge of professional education principles and techniques used in the evaluation of proposals and projects for improved education.5.    Ability to communicate orally and in writing to convey technical information, analyses, findings and recommendations.

Education

A. Degree: that included or was supplemented by at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses.

or

B. Combination of education and experience -- at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses, plus appropriate experience or additional education.  The experience must reflect the level and kind described in C below.

or

C. Four years of experience that demonstrated a thorough understanding of the principles and practices underlying the work of this series.  This experience must have been of such character and diversity to demonstrate that the applicant possesses an underlying understanding of the field comparable to that normally acquired through successful completion of a full 4-year course of study in an accredited college or university.

or

D. At least 1 full academic year of professional teaching experience.  This experience is defined as full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution.  This includes responsibility for preparing and presenting lessons and for evaluating students' progress, including a determination of the students' success or failure according to established criteria.  Serving in an assistant capacity to professor without the authority to determine the students' success or failure to meet course requirements does not meet the criterion.

Two years of progressively higher level education leading to a master's degree

A master's degree or equivalent degree or

or

(GS-11)

3 years of progressively higher level graduate education leading to a Ph.D.

or

equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related
