The incumbent serves as the Assistant to the Hospital Housekeeping Officer, at the Hudson Valley Healthcare System. The incumbent is a key official and advisor to the Chief of Environmental Management Service and Senior Management. The position is located at the Montrose, NY VAMC location.
Duties

The Assistant Hospital Housekeeping Officer or Assistant Chief of Environmental Management Service (EMS) is responsible for planning, direction, and management of the Environmental Management Program for the VA Hudson Valley HCS and serves as the full deputy to the Hospital Housekeeping Officer or Chief. EMS. The medical center consists of two campuses with a total of approximately 300 acres, 60 buildings, including day care facilities and on station living quarters at both facilities, and 8 Community Based Outpatient Clinics. The incumbent is responsible for a complete pest control, waste management, and grounds maintenance programs in addition to the housekeeping, linen and uniform functions.
The Assistant Hospital Housekeeping Officer is responsible for directing the hospital housekeeping program. This includes planning program goals to achieve and maintain the visual and bacteriological cleanliness of both medical center facilities. Incumbent is responsible for establishing, within medical center policies, the organizational structure, strength, and personnel requirements. Ensures subordinate staff members meet the
responsibilities for their positions. Incumbent must develop and coordinate service programs with other services or care lines such as Nursing, Mental Health, Ambulatory and Engineering as well as privately leased building owners for the CBOC's, to insure the optimal cooperation between services and the maintenance of a high level of environmental safety. Incumbent plans, coordinates. and implements programs that impact JCAHO, OSHA, public relations, etc. Because of the total integration of this service into the medical center's management structures, incumbent must be fully cognizant of agency and local management policies, procedures, and planned changes. In addition to the basic program requirements, the Assistant Hospital
Housekeeping Officer has full responsibility for the following functional areas:
a. The incumbent is responsible for the complete Pest Control Program at both campuses, including the day care and living quarters on both facility grounds, which is provided via contract; including interpretation and application of appropriate state, federal, and local laws and regulations concerning proper pesticides, insecticides, and equipment used by appropriately certified contract employees.
b. The incumbent Is responsible for the grounds maintenance program, which is partially provided via contract and includes dealing with the extensive exterior maintenance of both facilities, such as snow removal, lawn care, etc.
c. Responsible for a comprehensive waste management program to include policy development for handling and disposal of solid waste, regulated medical waste and sensitive material waste.
d. Incumbent is responsible for the full cycle of linen management {linens and uniforms} including determination of the stock levels, distribution systems, soiled linen retrieval, laundering, and replacement of linens. While part of the consolidated laundry, HVHCS launders patient clothing at both campuses.
The Environmental Management Service is responsible for maintaining the visual and environmental cleanliness programs for all areas, including the 8 Community Based Outpatient Clinics {CBOCs). On campus housing quarters and Day Care facilities at both campuses. The Impact of approximately 60 separate buildings located at two campuses, on 300 acres with CBOC's located in 5 different counties significantly Increases the complexity of the overall management and planning for the service.
The incumbent works under the general administrative supervision of the Chief, EMS and is responsible to him/her for implementing and managing the Environmental Management Service activities within Medical Center policies. The incumbent is delegated maximum authority and flexibility to manage the service within the established policies and procedures set forth In VHA and Medical Center publications. The Incumbent is regarded as the technical authority within the VAMC on assigned core sanitation, laundry, textile management, and waste management, grounds/maintenance programs. Work is reviewed based upon results obtained in supporting the VAMC's mission and meeting specific program goals and objectives.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/18/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Managing and/leading employees, managing workflow, creating and managing team schedules, working with HR and senior management to complete recruitments, evaluating performance and providing feedback, resolve employee issues and disputes, knowledge of contracts, training and development and overseeing programs and workplace safety.
Note: Experience must be fully documented on your resume and must include job title, series and grades for all federal positions held, duties, month and year start/end dates AND hour worked per week.
