The Scientific Integrity Official is a scientific and professional position organizationally aligned under the Office of the Assistant Under Secretary for Health for Discovery, Education, and Affiliate Networks and serves as a senior advisor to the Assistant Under Secretary for Health for Discovery, Education, and Affiliate Networks. The Scientific Integrity Official provides substantive feedback on health care research and on matters concerning administrative rule making and national policy.

Duties

The Scientific Integrity Official works with the Department of Veterans Affairs (VA) and Veterans Health Administration (VHA) senior program officials on multiple mission-oriented health care functions and directives. The responsibilities include but are not limited to: Leads and oversees the implementation of the VA Scientific Integrity Directive which sets forth policies and responsibilities for the preservation and promotion of scientific integrity in the VA. Provides substantive feedback on health care research and on matters concerning administrative rule making and national policy. Develops and implements an evaluation plan to regularly monitor and evaluate ongoing scientific integrity activities and outcomes. Serves as the Department's primary subject matter expert on scientific integrity. Serves as a consultant to VA entities conducting investigations into alleged actions or practices that compromise scientific integrity. Updates scientific integrity guidance provided by the Office of Science and Technology Policy which is part of the Executive Office of the President. Strengthens scientific integrity across the administration. Ensures the Assistant Under Secretary for Health for Discovery, Education, and Affiliate Networks has ongoing awareness of specific concerns about scientific integrity being compromised.

Requirements

  • Incumbents of this position will be subject to a background investigation commensurate with the risk and sensitivity level of the position.
  • Successful completion of drug screening required.
  • Public Financial Disclosure Report (SF-278) is required within 30 days of appointment.
  • Males born after 12-31-59 must be registered for Selective Service.
  • May be subject to reassignment geographically or organizationally.

Qualifications

In addition to the education requirement, applicants must possess and include in their resume the following (Resume not to exceed five (5) pages. Information beyond the five pages will not be evaluated): Applicant must have a minimum of three (3) years of specialized experience in the health care arena; health care research, health professions education, organizational compliance, or health care management, including professional learning and teamwork; and At least one (1) year of this experience (specified in the above bullet) must have been in planning and executing difficult programs of national significance or planning and executing specialized programs that show outstanding attainments in the field of research or consultation; and At least 1 year of the directly related specialized experience must be at least equivalent to the experience at the GS-15 level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. MANDATORY TECHNICAL QUALIFICATIONS (MTQ)s: To meet the minimum qualification requirements for this position, you must submit a written narrative response to address each Mandatory Technical Qualification(s) separately not to exceed two (2) pages per criteria (total of eight (8) pages). Give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled, etc. 1. Designing, conducting, and analyzing the results from research and/or other scientific activities at the level of a research study principal investigator or equivalent. 2. Developing and implementing institutional level and/or enterprise-wide policy pertaining to the review, conduct, and/or oversight of research. 3. Developing and implementing training on the responsible conduct of research across an institution or enterprise. 4. Communicating complex scientific or research policy topics or the results of research to nontechnical audiences. SCIENTIFIC OR PROFESSIONAL (ST) EVALUATION CRITERIA: To meet the minimum qualification requirements for this position, you must also submit a written narrative response to address each Scientific or Professional (ST) Evaluation Criteria separately not to exceed one (1) page per criteria (total of three (3) pages). If you fail to do so, your application will be rated ineligible. Please cite experience directly related to the specialized experience requirements. 1. Contribution - Authored fundamental papers in the field of expertise that are widely used and cited. 2. Leadership - Received significant honors from major organizations for their accomplishments and contributions. 3. Professional Stature - Sought as an advisor and consultant on scientific and technological issues.

Education

This position has a positive education requirement. To be eligible, you must clearly state in your resume the following: degree, major and/or minor, and college/university AND submit a copy of your transcripts or list of courses. If you fail to do so, your application will be rated ineligible.

College transcripts - required to submit either unofficial transcripts or a list of courses that included school(s) attended, school address, course title, grades earned, completion dates, department, and quarter or semester hours earned. NOTE: Official educational transcripts are not required at this time of application; however, if you are selected, you must provide an official transcript(s) before you start work.

Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position.

SPECIAL INSTRUCTION FOR FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the education requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs. These education credentials must be deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
