The CRRC is an off-site outreach program in Denver, Colorado serving Veterans experiencing homelessness. The CRRC Coordinator is delegated the managerial and supervisory responsibility for the CRRC as professionally appropriate.
Duties
The incumbent has responsibility for coordinating interdisciplinary staffing, work assignments, budget, assessment, treatment, and referral services provided. The incumbent directly supervises a multi-disciplinary staff which includes outreach and assessment social workers, a community employment coordinator, a coordinated entry specialist and an HPACT social worker. The incumbent provides indirect or task supervision for peer support specialists, program support assistants, a psychiatrist, an HPACT nurse, and an occupational therapist. The incumbent also coordinates with other Veteran service providers within the Veteran Administration and in the city, county, state and private sector to work as a cooperative team in the provision of service to homeless Veterans. The incumbent is responsible for the fund control points assigned to the program, within the assigned areas. The incumbent is responsible for the CARF accreditation activities, performance improvement and implementation of all directives related to the CRRC. The incumbent manages and controls the use of data related to this program regarding day to day functioning and program evaluation. The incumbent is responsible for planning, organization and directing the administrative, operational, and patient activities for the CRRC.
The incumbent directly supervises and/or coordinates a group of employees performing work at various GS levels (e.g. social workers, program support assistant, peer support specialists, etc.) and provides administrative, technical and clinical supervision necessary for accomplishing the work of the program including outreach efforts in the community and outreach efforts at other sites within the Health Care System. The incumbent is expected to be heavily involved in community-wide efforts to end Veteran Homelessness. This includes active involvement with the local COC and with community partners. The incumbent is a leader within the VA Homeless Programs in the creation and sustainment of a coordinated system to ensure homeless Veterans. encounter "no wrong door" in receiving services. The CRRC Coordinator is the key lead between Outreach, Coordinated Entry, and homeless services. S/he must have advanced knowledge of homelessness and systems integration. Coordinates work assignments, budget, treatment, and referral services for the CRRC.
Responsible for program needs such as material, equipment, and facilities needed to complete work. Administers information and analytical systems to evaluate and enhance the quality of service provided to patients. Develops and implements information systems to track service activities including visits, referrals, patient demographics, equipment utilization, housing, and patient satisfaction. Develops, implements, and evaluates clinical guidelines and protocols to establish appropriate utilization of services. The incumbent is responsible for submitting CRRC reports as required by the Medical Center, the VISN, and Central Office. Incumbent establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system. Observes workers' performance; demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance. The incumbent performs a wide range of services and provides technical assistance to State, local, and private agencies, and universities. Technical assistance provided is based on monitoring activities and program reviews, and the development and analysis of information. The incumbent performs program analysis, development, review, research, design, and contact work as possible with various agencies (public, DOD, state, etc.). The incumbent may transport veterans in government vehicles in support of meeting the goals identified in the veteran's treatment plan. Performs work related to the review, monitoring, analysis, planning and assessment of the CRRC. Responsible for key project activities related to the planning, development, and implementation of the project component. A substantial portion of the workload directed by this position is carried out at a location that is physically removed from the main unit under conditions that make day-to-day supervision difficult to administer. Deals effectively with employees and union representatives on employee suggestions, complaints, grievances, and other matters involved in the day-to-day administration of the labor management agreement. Advises management on the establishment of program goals, priorities, and major work schedules, develops short/long-range staffing and equipment requirements.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
Master's degree in Social Work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. Note: A doctoral degree in Social Work may NOT be substituted for the master's degree in Social Work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
Licensed or certified by a state to independently practice social work at the advanced practice level which included an advanced generalist or clinical examination, unless they are grandfathered by the state in which they are licensed to practice at the advanced practice level (except for licenses issued in California, which administers its own clinical examination for advanced practice) and they must be able to provide supervision for licensure.
Grade Determinations: In addition to the basic requirements stated above, the following qualification criteria must be met for each grade. The candidate's qualifications must clearly demonstrate the level of competence required for the grade.
GS-13, Social Worker Coordinator:
Experience and Education: One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs.
(a) Skill in coordinating and implementing one or more specialty program(s), across the facility. (b) Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive. (c) Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). (d) Ability to collaborate with internal and external partners to further program goals and enhance patient centered care. (e) Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action. (f) Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget. (g) Knowledge of organizational structure and impact on program operations.
