This position is located in the Office of the Chief Information Officer (OCIO), Division of Resources Managment and Administration (DRMA), Capital Portfolio Investment Control Team (CPICT).
The supervisor is Sandra Valencia.
This position is Bargaining Unit.

Duties
Serves as the Information Technology (IT) Specialist within the Office of the Chief Information Officer (OCIO) who is responsible for planning and executing all aspects of operations for organizational/system investment planning and information technology portfolio management, cost benefit analysis for Capital Planning and Investment Control (CPIC) business cases, CPIC process to support contract administration, and ensuring that the agency's vision, mission, values, objectives, and goals are applied to all business and management processes.

Qualifications
In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector. The ideal candidate will be able to demonstrate the following:1. Demonstrated experience planning and executing all aspects of operations for organizational/system investment planning and information technology portfolio management, cost benefit analysis for Capital Planning and Investment Control (CPIC) business cases, CPIC process to support contract administration, and ensuring that the agency's vision, mission, values, objectives, and goals are applied to all business and management processes.2. Demonstrated ability developing, implementing, analyzing, evaluating, or improving CPIC policy, standards, processes, procedures, and guidelines for large enterprise programs.
3. Demonstrated experience applying Federal laws, regulations, policies and standards related to the acquisition and management of information technology and information management (IT/IM) resources and implementing policies and procedures.
4. Demonstrative ability interacting and working effectively with staff and management at all levels and employing tact and diplomacy to achieve cooperation and consensus among parties with diverse or conflicting views or agendas.
5. Demonstrated oral and written communication skills, and experience effectively conveying and presenting complex, detailed information of a technical and/or policy nature to colleagues, peers, senior management officials, and representatives of other institutions, agencies, or organizations.
SPECIALIZED EXPERIENCE is defined as:
Experience applying the Capital Planning and Investment Control (CPIC) process. Knowledge of the Technology Business Management (TBM) framework model and taxonomy and how the TBM model supports the management of the IT Portfolio/Investments in the CPIC process is highly desired.
