About the Position: The Watervliet Arsenal is an Army-owned and-operated manufacturing center located in New York. It is the oldest, continuously active arsenal in the United States having begun operations in 1813. Today it is relied on to produce the most advanced, high-powered weaponry for cannon, howitzer, and mortar systems.
Duties
As a working leader, perform all the duties of Boiler Plant Operator WG-5402-09
Set the work pace for other workers.
Provide instructions to other workers by assigning them immediate tasks to be performed.
Ensure that needed plans, blueprints, material, and tools are available.
Checks work in progress ensuring compliance with supervisors’ instructions on work sequence, procedures, methods, and deadlines.
Provide information to supervisor on status and progress of work, causes in delays, and overall work operations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health ability or fitness to perform the duties of the position.
- The employee is required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
- This position requires the employee to occasionally travel away from the normal duty station.
- This position requires the employee to possess the applicable license(s) or authorizations(s) to operate assigned equipment.
- This position involves duties that are subject to the Resource Conservation Recovery Act (RCRA) regulations regarding hazardous wastes.
- This position requires employee to attain certification in accordance with the Watervliet Arsenal operator certification requirements (dated 11 Feb 95), within two years of incumbency.
- This position has a data analytics requirement. The incumbent must meet all requirements for data analytics level 1 certification within 24 months of being placed on the position.
- This position has been designated Mission Essential. In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
- The employee may be recalled to duty.
- The employee may be required to work overtime on an emergency basis.
- The employee is required to work rotating shifts.
- The employee is required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.

Minimum Qualifications (Screen Out Element): Ability to do the work of a Boiler Plant Operator Leader without more than normal supervision which includes: (1) Leading others in repairing and maintaining boiler plant equipment (2) Providing guidance on procedures, policies, written instructions, and other directives (e.g., technical orders) (3) Assisting others with their training needs, and reviewing work assignments to ensure assignments meet compliance. Failure to meet this Screen Out Element will result in an ineligible rating.
To meet the basic eligibility, you must receive at least two points on the screen-out element indicated above and must have an average of two points on all the job elements listed below. PHYSICAL EFFORT
Work is frequently performed in confined areas in and around boilers and support equipment. It requires moderate to strenuous effort and long periods of walking, standing, climbing, bending and crouching. Incumbent frequently lifts and carries boiler parts and chemical supplies weighing over 40 pounds with assistance of other workers or weight handling equipment.
WORKING CONDITIONS
Work is performed indoors and occasionally outside for short periods where incumbent is subjected to prevailing weather conditions. Incumbent is subject to high temperatures, constant noise, rotating machinery, soot, dirt, grease, chemicals, oil, and fumes in the work area. Incumbent is subject to cuts and abrasions from the use of tools and equipment and burns from acids, caustics, hot water, steam, and contact with piping and boilers. In additions, works on catwalks and ladders.
