About the Position: Must be familiar with regulations, policies, and procedures, and be able to adapt them to unusual types of projects, such as, energy conservation, area development planning,project programming, etc. Must independently resolve conflicts in planning and use of existing facilities, disagreements of technical points with Architect-Engineers (A-E), and/or installation engineers, and where greatly modified methods or approaches are involved. This is a DHA announcement.

Duties

Understand and have experience conducting Master Planning, Community Planning, Urban Planning studies. Experience can be with any level of government but can also be with private industry. Utilize project management duties with the management of tasks, schedules, and budgets. Provide contract acquisitions services with a focus on scoping documents and the development of cost estimates. Proofread large documents for content consistency, adherence to guidance and regulations and technical content. Serves as Community Planner with full responsibility for a variety of projects that directly support the military communities with special emphasis on military Master Planning. Prepares instructions, monitors progress, reviews and approves planning and design effort in support of mission requirements. Gathers all source information needed to update the basic information maps.

  • Temporary Duty Travel up to 25% of the time.

Basic Educational Requirement for the Position: Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. or Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education. Specialized Experience GS-12: One year of specialized experience which includes developing and reviewing plans to advise the leadership on complex land use issues; preparing drafts of service type Architect-Engineers contracts for engineering work on projects and studies; mitigating existing and potential incompatible physical development in proximity to the military installation; serving as a site planning specialist in the development of all phases of master planning, such as evaluation of existing facilities, facilities utilization, analysis of future requirements and development of future use plans and analytical reports for within assigned area of responsibility. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS- 11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Specialized Experience GS-11:One year of specialized experience which includes assisting with the development and reviewing plans on complex land use issues; preparing drafts of service type Architect-Engineers contracts for engineering work on projects and studies; researching project criteria to obtain required data; assisting the site planning specialist in the development of all phases of master planning, such as evaluation of existing facilities, facilities utilization, analysis of future requirements and development of future use plans and analytical reports for within assigned area of responsibility. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: community planning, urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: ComplianceMaster PlanningProblem SolvingProject Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11 and 9, respectively).
