You will serve as a PROGRAM MANAGER (JOINT EXERCISE) in the U.S. Naval Forces Southern Command (USNAVSOUTH)/US FOURTH FLEET(FOURTHFLT).
Duties
You will incorporate Joint Training System (JTS) requirements analysis processes and staff deliberate decision-making processes into exercise design in support of Commander’s priorities.
You will establish exercise event data entry into the Joint Training Information Management System (JTIMS)/Joint Training Tool (JTT) data base.
You will, when appropriate, coordinate and incorporate SC Service Component(s) and partner nation inputs into exercise design.
You will incorporate the Joint Training System (JTS) planning processes into exercise design in support of CUSNS/C4F and SC priorities.
You will develop, draft and publish exercise budget projections in coordination with USSOUTHCOM and USNAVSOUTH/FOURTHFLT staff functional leads.
You will update Exercise Directive/Planning Order.
You will draft plans of action to meet exercise requirements to include management and coordination of JELC planning conferences and inter-JELC planning coordination events.
You will lead routine and on-demand planning in progress reviews (IPRs) with Commanders or USSOUTHCOM and USNAVSOUTH/FOURTHFLT.
You will provide on-site coordination of execution events to include “PRE-STARTEX” ceremonial activities, exercise operational events and “POST-EX” ceremonial activities.
You will coordinate collection of exercise execution data to inform lesson learned observations and Joint After Action Report (JAAR) construction.
You will collaborate with subject matter experts to include logistics, staff judge advocate, embassy/security cooperation country teams, comptroller, service force providers, Service Components and partner nation representatives.
You will lead cross-functional planning team to plan work, set priorities and schedules work as necessary to assure effective and expeditious accomplishment of priority milestones.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
To qualify for the PROGRAM MANAGER (JOINT EXERCISE), GS-0340-13, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience with the Joint Exercise Life Cycle (JELC) and full spectrum multinational exercise planning.
Experiencing assessing and managing financial requirements during planning and execution of exercises.
Experiencing utilizing the Joint Training Information Management System or Joint Training Tool.
Experience with identifying training objectives, leading and coordinating Master Event Scenario List (MESL) development.
Experience using effective oral and written communication skills to prepare and present briefs summarizing results, metrics, and conclusions senior level U.S. and Foreign military leadership.
