Duties

WHAT IS THE HQ- HEADQUARTERS DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Chief Operations Officer The following are the duties of this position at the full working level. Represents the SCR in contacts with other IRS executives/officials, representatives of other agencies, and officials from the private sector regarding cross-functional or building/geographic area-wide administrative support matters and initiatives. Provides key linkage/coordination between customers and providers in ensuring cross-functional support activities and initiatives are carried out. Serves as the primary liaison with service providers requiring information about activities impacting multiple functions within a single location. Serves as the SCR's principal 'problem solver' for identifying, analyzing, and resolving building/geographic area-wide or multi-functional problems and complex issues. Develops new or 'cutting edge' solutions/courses of action that ensure all related issues are identified and effectively integrated across functional lines as appropriate. Ensures that the appropriate senior leadership/managers or other service providers are alerted of any emerging issues, systemic problems, developing trends, etc. As necessary, coordinates with service providers to implement solutions/courses of action. Assumes a leadership role in coordinating building/geographic area-wide or cross-functional administrative activities and initiatives. Continually studies, analyzes, and anticipates building/geographic area-wide program activities, initiatives, and/or requirements. As needed, coordinates the development of action plans and schedules for initiating multiple cross-functional projects, including projected personnel, equipment, and/or budget requirements. Establishes criteria for measuring degree of project achievement and customer satisfaction. Ensures plans are consistent with Service goals and policies while meeting customer needs and expectations. Provides briefings and prepares comprehensive reports to keep the SCR, other executives/managers, and NTEU (National Treasury Employees' Union) officials apprised of all facets relative to cross-functional program initiatives and projects. Develops and implements strategies for creating effective partnering with NTEU representatives. Creates unique methods and approaches for establishing and maintaining positive work relationships in order to foster trust and cooperation. On behalf of the SCR, serves as the initial key focal point in addressing/developing remedies to extremely significant building/geographic area-wide or cross-functional administrative support issues/disputes/concerns between management and labor. Monitors MOU's (Memorandums of Understanding) and other agreements to ensure appropriate resources are utilized so that customer expectations, timeframes, and commitments are met. Identifies areas requiring attention, develops approaches/strategies for addressing, and apprises the SCR and functional heads accordingly. Assumes a leadership role for developing/revising MOU's between/among customers, service providers, and/or NTEU.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE FOR GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13, in the Federal service. Specialized experience for this position includes: Demonstrate accomplishment of administrative support services and operations assignments that required a range of knowledge of management principles and labor relations concepts, and project management techniques needed to manage cross- functional work processes. This knowledge is generally demonstrated by assignments where you analyze a number of alternative approaches in the process of advising management concerning major aspects of personnel, facilities /building management, time management, incident management and safety/security, program requirements. It also includes positions where you demonstrate use of judgment to choose, adapt and interpret appropriate guidelines and apply these guidelines to complex cross functional program issues and problems encountered. Additional examples of specialized experience include representing a team in cross functional labor relation issues including negotiations and acting as a subject matter expert to lower graded co-workers. You may also, on behalf of management, have heard grievances of a cross functional nature and will coordinate and lead local negotiations. At this level, your experience should demonstrate high level skill in communicating effectively, both orally and in writing, to prepare assessments, to conduct meetings, to identify and resolve complex problems and skill in meeting and dealing tactfully and persuasively with others to resolve issues which are controversial/sensitive in nature. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens". Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
