Serve as inventory & Monitoring (I&M) Network Program Manager, responsible for supervising and directing the development, implementation, and management of the Vital Signs Monitoring (VSM) program and network-wide inventories. The l&M program may include, but is not limited to, vegetation, wildlife, sensitive species, exotic and pest species, fisheries, climate, air and water quality, soils, geology, hydrology, paleontology, forest ecology, aquatic ecology, and ecosystem dynamics.
Duties
The incumbent serves as the program manager for a complex natural resource inventory and monitoring program and all related activities, including data and information management, analysis, reporting, and outreach. As primary scientific advisor, the individual directs the development, implementation, and assessment of long term monitoring protocols to determine the status and trend of natural resources in nine National Park units across a four-state area. Duties include supervising and evaluating a staff of scientists and technicians; developing annual work plans; managing a budget; serving as the technical representative for contracts and agreements; developing proposals and forecasting future spending; assessing data quality and analytical techniques; and supporting NPS and regional priorities. Strong interpersonal skills are required to work cooperatively with park and regional staff, researchers, contractors, academic partners, and other agencies. The position requires good skills in oral and written communication in order to communicate policy, procedures, and scientifically defensible findings. Written documents will include annual summary reports, protocols and standard operating procedures, and peer-reviewed journal articles. Information will be presented orally to a wide range of audiences including network staff, park superintendents and natural resource managers, the scientific community, and the public. Qualifications

Credit will be given for all appropriate qualifying experience. Individual Occupational Requirements, Basic Requirements for General Natural Resources Management and Biological Sciences Series, 0401:
Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
-OR-
Combination of education and experience courses equivalent to a major, as shown above for 401 series, plus appropriate experience, or additional education.
Individual Occupational Requirements, Basic Requirements for Ecology Series, 0408:
Degree: biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences.
Individual Occupational Requirements, Basic Requirements for Physical Science Series, 1301:
Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
-OR-
Combination of education and experience -- education equivalent to one of the majors shown above for 1301 series, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience, or additional education.
- AND -
To qualify for this position at the GS-13 grade level, you must possess the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). Those without such specialized experience will be disqualified. Specialized experience includes (1) Use of concepts, terminology, and best practices as they relate to managing and/or researching natural resource inventories in national park units or other protected conservation areas. (2) Demonstrated ability to plan and carry out complex scientific investigations in a cost effective, timely and professional manner. (3) Manage and coordinate project work conducted by interdisciplinary teams under the auspices of formal contracts and agreements; includes oversight and management of budgets, tasks/timelines, and project products and deliverables. (4) Communication skills as evidenced in plans, reports, guidance/instructional documents, or other substantive written materials, or professional presentations, briefings, outreach programs, or other substantive oral communications that reflect a well-organized, clear, and concise presentation style. You must include hours per week worked.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking.
