The Director, Counterterrorism Center position is located within the U.S. Department of Homeland Security (DHS), Office of Intelligence and Analysis (I&A), Office of the Deputy Under Secretary for Analysis. I&A specializes in sharing unique intelligence and analysis with operators and decision-makers to identify and mitigate threats to the homeland.

Duties

The Director, Counterterrorism Center drives an intelligence program focused on delivering high-quality, timely, and objective intelligence tailored to the needs of homeland security customers. The Director works closely with the IC, DHS and the full range of federal, state, local, tribal, territorial, private sector, and international partners to integrate all sources of intelligence and operational capabilities to inform tactical and strategic decision-making on countering emerging threats and risks to national security. The Director directly manages second-line supervisors and leads a team of analyst who produce finished intelligence products tailored to homeland security stakeholders, consistent with IC standards. Specific responsibilities include: Serves as the executive responsible for developing and managing an intelligence program that addresses priorities set by the Secretary, as well as the Director of National Intelligence. Serves as a subject matter expert on emerging threats and risk to the Homeland including attack patterns trends and indications of pre-operational activity. Supervises the process for analyzing threats and producing finished intelligence products consistent with I&A and IC standards. Contributes to developing and prioritizing collection and reporting requirements that help fill intelligence gaps on threats to the Homeland. Maximizes available resources and effectively advocates for new resources necessary to achieve the mission; ensures resources are applied to top Departmental and I&A priorities; optimizes internal business processes that drive quality outputs and improve effectiveness. Ensures subordinates are adequately trained for their role, providing routine, constructive feedback and professional development, and fostering a collaborative, inclusive, and diverse environment; plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules the completion of assignment; assigns work to subordinates based on priorities, complexity, and the capabilities of employees. Recruits and retains a talented workforce; participates in I&A hiring initiatives; develops and links the team's performance goals to the goals of the Office of Analysis; oversees all aspects of employee performance and duties. Manages relevant financial resources and contracts for mission area; monitors and oversees the activities of contractors and ensures that their activities are in compliance with the approved Statement of Work. Represents I&A and DHS at senior-level internal and external engagements and meetings; serves as an information hub and center of gravity for DHS, IC, and other key stakeholders, including state, local, tribal territorial, and private sector partners. Effectively engages with oversight offices and agencies, including Congress; ensures all work meets legal and oversight requirements and protects the civil rights and civil liberties and privacy of US persons. Serves as a corporate I&A resource and cultivates a strong I&A brand; consistently and effectively collaborates with Homeland Security stakeholders to improve the quality of I&A intelligence and customer service.

Qualifications

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Technical Qualifications listed below. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or its equivalent in the private sector. As such, your resume should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as: Directing the work of an organizational unit; Ensuring the success of one or more specific major programs or projects; Monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance; Supervising the work of employees; and Exercising important policymaking, policy determining, or other executive functions. Demonstrated, sustained experience and export knowledge leading a workforce of intelligence professionals responsible for producing intelligence products for senior US government officials, state and local law enforcement partners, or private sector stakeholders, particularly on the analysis of threats from international and domestic-based terrorism actors and threats to public safety and security and our nation's critical infrastructure. TQ 3. Demonstrated experience leading a large organization through crises events or organizational transitions; experience effectively prioritizing resources and ensuring timely and high-quality outcomes while maintaining high morale.
