This position performs work involving the management and control of a variety of construction, stabilization, repair, restoration, and accessibility projects. The incumbent represents the NPS and works within a multidisciplinary team of architects, engineers, conservators, preservation specialists, historians, environmental specialists, natural resource specialists, and technical support personnel to plan, execute, monitor, and track the completion of park projects.
Duties
Performs project scoping, including the development of agreements to perform work.
Reviews and interprets construction documents, specifications, photographs, foundational documents and other existing documentation.
Develops Independent Government Cost Estimates, Statements of Work and or Scopes of Services, and other documents required for the procurement of design, decommissioning, restoration, and construction contracts.
Serves as the Contracting Officer's Representative to oversee the execution of contracts
Facilitates meetings, monitor project progress and coordinate with project stakeholders to address unforeseen conditions.
Tracks project budget, monitors project sites for safety, conducts inspections on completed work and performs project closeout activities.
Term: This is a term position expecting to last at least 9 years, or more based on any changes to regulations governing the number of years term appointments may last, without further competition. Term positions do not convey permanent status in the Federal service.
Qualifications

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.
To qualify for this position at the GS-11 grade level, you must possess all of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-10 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Performs work directly related to construction related to road decommissioning and watershed restoration working as an engineering aid, restoration geologist, technician, or surveying technician. Interprets plans and specifications, inspecting materials and workmanship, and insuring adherence to safety guidelines. Leads equipment operators, physical science technicians, or mechanics involved in construction and decommissioning work to accomplish restoration. Prepares scopes and prepares construction estimates. Coordinates and provides on site inspections of construction projects. You must include hours per week worked.

You will receive credit for all qualifying experience, including volunteer experience.
