About the Position: This is a permanent supervisory position with Headquarters, US Army Corps of Engineers (USACE), Directorate of Civil Works located at the Government Accountability Office (GAO) building in Washington, DC.
Duties
Serves as Deputy Chief, Office of Homeland Security, with responsibility for leading, managing, resourcing, and synchronizing five national United States Army Corps of Engineers (USACE) programs.
As the Deputy has global responsibility in managing disaster planning, preparedness, response, and recovery dealing with critical infrastructure and security of Corps facilities.
Develops Corps-wide policy on matters of Emergency Management, Flood Control and Coastal Emergency, National Flood Risk Management Program, Critical Infrastructure and Resilience Program and the National Emergency Preparedness.
In addition, serves on as the Chief of the Flood Risk Management Team providing managerial decisions that impact extensive security compliance applications and related programing concerning the Corps Civil Works critical infrastructure.
Leads the USACE Emergency Management, Flood Risk Management and Critical Infrastructure Management Communities of Practice.
Develops policies and procedures and provide guidance to high-ranking management officials, senior leadership and other organizations and stakeholders.
Establishes policies and priorities and conducts both short- and long-range planning for facilities, equipment, manpower and funding resources necessary to accomplish the mission.
Represents the agency in natural disaster communications within USACE and other federal partners such as FEMA, Office of Management and Budget (OMB and Environmental Protection Agency (EPA).
Incumbent is responsible for leading and supervising and performance management a team comprised of six to eight personnel of various grade levels.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment. A pre-employment and recurring comprehensive background investigation.

Specialized Experience: One year of specialized experience which includes: 1) Serve as senior leader in managing, leading, integrating and coordinating emergency management/flood risk management programs in areas of responsibility which includes civil works and water resources critical infrastructure; 2) Ensure the preparedness, recovery, response, security compliance applications, and mitigation efforts within the command's area of responsibility; 3) Develop policies, processes, and procedures to ensure compliance, performance, preparedness and continuity of operations; and 4) Perform supervisory oversight for the personnel management of civilian and/or military staff.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
