This position is located with the Bureau of Indian Affairs, Navajo Region in Chinle, Arizona. Incumbent provides a variety of general equipment operator leader duties maintaining BIA system roads, bridges, transit and transportation facilities. This is a Bargaining Unit position, for more information see What are bargaining units? NOTE: THE PAY FLEXIBILITIES OF A RECRUITMENT BONUS MAY BE AUTHORIZED PENDING AVAILABILITY OF FUNDS AND MANAGEMENT APPROVAL.

Duties

Lead others by assisting, providing instructions, training, or answering questions regarding work procedures and directives. Operates machinery to repair and restoration of earth roads, graveled roads, paved roads, and bridges. Operates an assortment of power and pneumatic tools including diesel-powered air compressor, and air powered tools. Performs routine preventative maintenance and emergency service on equipment. Attend meetings and training as required. Strictly adheres to the Agency Safety Program, Continuity of Operations Plan and Spill Prevention and Counter Measures Plan. Keep field records on equipment maintenance and operation. Performs a variety of general labor duties in the preservation, repair and restoration of earth roads, graveled roads, paved roads, and bridges.

Qualifications

QUALIFICATION REQUIREMENTS: The Office of Personnel Management (OPM) Job Qualifications System for Trades and Labor Occupations (X-118C, Qualification Standard Handbook) will be used in determining applicants' qualifications. There is no specific length of training or experience required; however, you must be able to demonstrate through the experience shown in your written resume and your responses to the Occupational Questionnaire that you possess the competencies to perform the duties of this position without more than normal supervision. Listed below are the JOB ELEMENTS you will be rated on: Element #73 - Ability to Lead or Supervise (Screen-out Element) Element # 2-E - Knowledge of Equipment Assembly, Installation, Repair, etc Element # 25-E - Technical Practices (theoretical, precise, artistic) Element # 60 - Use of Measuring Instruments Element #75-A - Ability to Interpret Instruction, Specifications, etc. (includes blueprinting reading) Element #81 - Ability to Use and Maintain Tools and Equipment Element # 82-A - Knowledge of Materials Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472).
